Problems And Countermeasures Discussion: Work-Style Construction Of Shenyang City's Agencies

The governmental work-style plays an important role during the whole government-management process, and is an important element that leads to the government efficiency, effectiveness, effects and benefits. The qualities of the work-style directly affect governmental agencies'efficiency and the image of the government alike. But some problems and phenomena, namely latitudinarian, looseness, prevarication, procrastination, profits-competing, etc, that exist in agencies have always been disturbing the process of governmental policy-making activities. In recent years, inflicted by comprehensive implications of diverse factors, the government work-style problems tend to increase and aggravate.Under the background presented, discussing the issue of the governmental work-style is highly valuable. Integrating the current problems and experiences of governmental work-style of other regions, this paper takes Shenyang City as an example to study specifically, analyzing Shenyang City's efforts in the governmental work-style construction arenas (e.g., concentrated-rectification, education of work-style, inspects, supervision, etc), subsequently summarizing the Shenyang City's the work-style construction contents, features, focus and innovation and so on. On the basis of this, in this paper, the a variety of current work-style problems of the Shenyang City, be them general ones or specific ones, especially those of the cadres'as the central issue, were detailed dissected, by means of categorization and specified data and cases, pointing out several dimensions of the government work-style that need to be improved or optimized.After having a deep and detailed analysis of the issues presented, I consider various countermeasures for work-style construction, including implementing cadre's accountability- seeking principles, enhancing agencies'efficiency, building performance - evaluating-system, fostering supervision system, promoting cultural construction and boosting personal capacity, after detailed study and summarization, to engender a complete set of overall mechanism for a long-term, constructive government work-style, for work-style construction of Shenyang City's reference.
