The Implementation Logic Of "Fengqiao Experience" In The New Era And Its Enlightenment To The Modernization Of Grass-roots Governance

Strengthening and innovating grass-roots social governance is an important part of promoting the modernization of the national governance system and governance capacity.It is also an important foundation for the people to live and work in peace and contentment,social stability and order,and long-term stability of the country.For more than half a century,as an important example of solving the problems of grass-roots social governance,"Fengqiao Experience" has always been the "golden card" of the national political and legal front and the "experimental field" of the innovative practice of grass-roots social governance,which has important historical,practical and theoretical value for promoting the modernization of China's grass-roots social governance."Fengqiao Experience" was born in the 1960 s.Its core content is to rely on the masses and resolve contradictions locally,so as to achieve a stable situation of "small things do not go out of the village,major events do not go out of the township,and contradictions are not handed over" at the rural grass-roots level.By the beginning of this century,the "Fengqiao Experience" has gradually developed into a successful experience in achieving comprehensive management of social security through mass prevention and treatment at the grass-roots level in urban and rural areas,and maintaining social stability through the prevention and resolution of various contradictions and disputes.Since the 18 th CPC National Congress,through the exploration and practice of continuous innovation in grass-roots social governance,the "Fengqiao Experience" in the new era has formed the experience of coordinated governance of grass-roots society with the people as the center,the integration of autonomy,rule of law and rule of virtue,more prominent party and government leadership,relying on the masses and social co governance,and more prominent front-end and end governance with service first and prevention first.Taking the birth and development of "Fengqiao Experience" as a case,this paper summarizes the innovative practice of China's grass-roots social governance,analyzes and gradually summarizes the theoretical logic of the exploration of the modernization of grass-roots social governance.Its important innovation is that it no longer regards the "Fengqiao Experience" as a governance tool,but as a complete governance system,which is the concrete embodiment and research of the concept of socialist grass-roots governance with Chinese characteristics.This paper consists of introduction and four chapters:The introduction focuses on the research background and significance of the paper.Firstly,it analyzes the important position of the exploration and practice of grass-roots social governance in the modernization of national governance capacity and governance system,and deeply studies the theoretical and practical value of grass-roots social governance;Secondly,it briefly combs and analyzes the research situation at home and abroad around the problem of grass-roots social governance and "Fengqiao Experience",reviews the research status,and further explains the literature basis and academic resources of this topic research;Finally,it establishes "structure process function" as the research framework of this paper,and expounds the research methods and main innovations.The first chapter introduces the related concepts and theoretical basis of grassroots social governance and "Fengqiao Experience".This paper defines the concept of grass-roots social governance from the two dimensions of history and reality,and analyzes the basic characteristics of China's grass-roots social governance:systematically introduces the development and evolution of more than 60 years from "Fengqiao Experience" to "Fengqiao Experience" in the new era,and makes an in-depth analysis of its value,connotation and extension.The second chapter analyzes the organizational basis of "Fengqiao Experience" and some restrictive factors of China's grass-roots social governance modernization from the perspective of power structure.The crisscross and fragmented power structure makes the grass-roots level face the problems of "upside down of rights and responsibilities" and "insufficient mobilization",which leads to the weakening of the grass-roots level's ability to allocate resources,mediate relations and serve the people's livelihood.The grass-roots governance efficiency is not high and can not adapt to the rapid development of economy and society and the improvement of the needs of the people.The third chapter puts forward the function of "Fengqiao Experience" in China's grass-roots social governance.It has excellent performance in public service,conflict resolution and social stability,and has become a model of grass-roots governance.The fourth chapter shows the operation process of grass-roots governance and answers the question of how the grass-roots weak resource pattern caused by structure can achieve strong governance effect.That is,through the expansion of the authority of grass-roots party organizations,we have effectively broken down the institutional obstacles,created a grass-roots governance community in which everyone participates,everyone is responsible and everyone enjoys,and then put forward the realization path for the modernization of grass-roots social governance.In the conclusion part,based on the full discussion above,this paper discusses the relationship between political system and governance effectiveness at a more macro level,criticizes the narrow theory of institutional inevitability,affirms the practical innovation of China's grass-roots governance,and looks forward to the further deepening of this study.
