The Exploration And Improvement Of The "Fengqiao Experience" In The Grass-roots Petitioning Work In The New Era

Petitioning is an important part of socialist democracy with Chinese characteristics,a relatively direct way of expressing the interests of individual citizens and groups,and an important platform for the party and the government to listen to the voices of the people.General Secretary Xi Jinping pointed out that "the grassroots level is the source of the masses’ petitions and the key to solving the problems reflected in the petitions." "In the new era,grassroots petitioning has increasingly shown diversified characteristics,among which there are a series of serious problems such as low efficiency of petitioning,complex and diverse contradictions in petitioning,and strong petitioning demands.Because it cannot be effectively solved within the original system,it is urgent to introduce new forces to crack and improve.As an important grassroots social governance experience in the last century,the "Fengqiao Experience" has been continuously given new meanings in adapting to the development of the times,and the innovative concepts and models of "people-oriented","three-rule integration" and "four preventions" contained in it have actively promoted the improvement of the level of grass-roots social comprehensive management,and also provided important ideas for the improvement and development of the petitioning work to a certain extent.Since the Eighteenth National Congress of the Communist Party of China,the Party Central Committee has put forward a series of requirements for the petitioning work,advocating the continued adherence to and improvement of the "Fengqiao Experience",pointing out the direction and providing a think tank for the petitioning work in the new era,and providing theoretical support for the necessity and feasibility of introducing the "Fengqiao Experience" for grass-roots petitioning.The good governance of grass-roots society is the proper meaning of China’s modernization of national governance and governance capacity,and the resolution of petitioning contradictions provides a realistic foundation for grass-roots social governance,and is also part of the diversified and effective measures to prevent and resolve social contradictions and disputes.Zhuji City,Zhejiang Province,has innovatively integrated the "Fengqiao experience" with the grass-roots petitioning work,handled and resolved a batch of grass-roots petitioning problems,and achieved certain results on the road of legalization of petitioning.This paper intends to take zhuji city’s petitioning work as the research object,and analyze and discuss it from the following four parts.In the first part,the characteristics of grass-roots petitioning in the new era and the institutional challenges faced by them are first analyzed,and then the connotation of the "Fengqiao experience" is explained,and the necessity and feasibility of introducing the "Fengqiao experience" into the grass-roots petitioning work are explained.Explore its close connection with grass-roots petitioning in the new era,as well as the value and significance of this effective grassroots social governance method for grassroots petitioning work;the second part is based on practice,summarizing and summarizing the beneficial practices of "Fengqiao Experience" applied to grassroots petitioning work from multiple levels,such as establishing a conflict and dispute mediation and resolution center,an online petitioning supermarket,a petition agency system,and effective measures such as introducing social forces to participate in petition governance,To a certain extent,it has played a positive role in the contradictions and disputes of petitioning and achieved certain results,and then analyzes and summarizes the experience of the above methods;the third part will mainly show that although the "Fengqiao experience" has achieved certain results in the grass-roots petitioning work,there are still some flaws in the practice process.Through field investigations,data analysis,and personnel interviews,we will find out the deficiencies and analyze the causes;the last part is based on reality,and further put forward countermeasures and suggestions for improving the grass-roots petitioning work from the aspects of the legal system,mass awareness,petition assessment,and social organization construction,so as to help the "Fengqiao Experience" in the new era to continuously improve and innovate in the grassroots petitioning work,and promote it to become the most representative advanced practice in the development system of the socialist petitioning system with Chinese characteristics.
