Research On The Mechanism Innovation Of Public Security Police Stations Serving Grass Roots Social Governance

As an important part of the modernization of the national governance system and governance capacity,grass-roots social governance is the cornerstone of long-term national stability and social harmony.In recent years,police stations have made a lot of beneficial explorations around service mechanism innovation in the process of actively integrating into the grass-roots social governance.This paper compares the domestic and foreign research on the innovation of relevant public security(police)service mechanisms for grass-roots social governance,and finds that domestic police stations have specific advantages in the innovation of service mechanisms due to the differences between the national system,operation mode,service orientation,cultural tradition,etc.On this basis,select three theories: modernization of grassroots social governance,innovation of public service of grassroots governments,autonomy and consultation of grassroots society,and observe and analyze the service mechanism innovation work practice of Fengqiao and Changqing police stations from three perspectives: interaction between government and society,multi subject group decision-making,and soft governance.In the research process,this paper adopts the methods of case study,interview,questionnaire,etc.,from the vertical development process and horizontal urban and rural subjects,relevant needs,operation mechanism,horizontal linkage,evaluation guidance and other aspects,to compare and observe the relevant situational changes in the typical cases of service mechanism innovation in Fengqiao and Changqing.The study found that the two police stations,based on the goal of inheriting and developing the "Fengqiao experience" in the new era,constantly iterated and upgraded service measures,and introduced new supporting mechanisms.At this stage,they have gradually formed a working mode of service mechanism innovation with different regional characteristics.At the same time,the study further found that,with the development of China’s urbanization process and urban-rural integration,the two have gradually developed a common trend of change in the leadership of the Party committee,the resolution of conflicts and disputes,the guidance of social forces,the integration of three governance,institutional innovation,digital reform,cultural heritage and other aspects,forming a number of effective service mechanism innovations,such as the transformation of service roles,the expansion of authority and responsibility,the expansion of cooperation subjects,and the strengthening of negotiation procedures.The research results show that there are still many weak links in the service mechanism innovation in the process of grassroots social governance,including the lack of timely response to the needs of the masses,the lack of perfect connection and communication mechanism,the lack of efficiency of digital innovation,the lack of follow-up of local innovation and expansion,and the lack of closed-loop evaluation and feedback.To this end,police stations should also make greater and more targeted efforts to fully integrate into grass-roots social governance.On the one hand,we will continue to strengthen the awareness of boundaries,accuracy and interests,and consolidate the existing effective service mechanism innovation.On the other hand,it is to improve and expand a number of new service mechanism innovations.First,improve the public opinion perception system.With the help of digital Dongfeng,we will continue to expand the range and reach of public opinion perception to provide a source of fresh water for service mechanism innovation.Second,strengthen the linkage of multiple subjects.Compacting the responsibility of each participant,skillfully using market thinking,and invigorating the innovation level of the overall social resources intervention service mechanism.Third,expand digital application scenarios.We will strengthen the application of data mining,break through multi sectoral and cross domain resource barriers,and boost the construction of a "digital" government.Fourth,take root in the overall governance space.Respect the will of local people,treat the phenomenon of "government withdrawal and private promotion" in service mechanism innovation with an inclusive and prudent attitude,and accelerate the transformation of the achievements of local service mechanism innovation.Fifth,build a closed-loop system of supervision and evaluation.Continuously improve the closed loop system of internal and external supervision and evaluation to ensure that the innovation direction of the service mechanism is not biased and the whole process is controllable,evaluable and adjustable.
