Guizhou Sport Social Organizations To Undertake Research Of Government Tranfer Function

At present,China is in a transit ion period where its planning economy is turning to market economy,the reform of our government agencies are changed from being managed by the government to be service-oriented by the government.The procurement of public services is a way of transformation of government functions.Undertaking the transfer of government functions is the reform of sports,changing the way of sports management,improving the level of public sports service,all of this is a kind of new concept,new mechanism and new way raised by social sport organization.so this topic has certain practical significance and theoretical value.In this study,regarding the underdeveloped areas in Guizhou spurts social organization for government transfer of functions as the research object,using the documentary method,interviewing method and case investigating method,combing the development process and the status of Guizhou sports social organizat ion,summing the environmential practice of Guizhou sports social organization for overtaking the government transfer,to analyzing the the presence of problems during the work being carried cut,through the advanced experience of the economically developed areas,thinking about the route and tragedies for underdeveloped areas of sports social organization to overtake government transfer,promoting the start and conduct of the work in Guizhou province,providing a factual basis for government departments,especially sports departments,to formulate relevant policies and provide a reference model for promoting other underdeveloped regions related work,to enrich and improve the research of different regionalsports society organizations to undertake government tranfer in ourcountry.Through the research,the following conclusions can be drawn:1.With the development of sports in Guizhou,sports organizntions have developed,having experienced four stages winch are the beginning,twists and turns,reform and revitalization.However,due to the constraints for the levels of economic and social development,compared with wastern and central regions,Guizhou social sports organizations are still on the way for its further development.This has seriously caused the delay of the development of these sports organizations and the reform of physical education in Guizhou.2.The most fundamental reason conributing its current situation is that government functions sectors are not aware of the importance,need and urgency of the reform,lacking enthusiasm and determination.In addition,some functions sectors and staff in key posts,would hold the rights they have,and are therefore unwilling to do anything about the change.The negativity of sports functions make them not willing to take the initiative to foster the growth and improvement.As a result,social sports organizations still lack the ability to undertake the functions transferred by the government.3.Some social sports organizations have tried to undertake the functions transferred by the government of Guizhou province,but still in a unnormalized and unusual way.There are many reasons coining from deep top-design issues,and implementation problems on the surface level.There are a number of other reasons,i.e.incomplete reform for top levels in sports departments,function transfer not in place,insufficient number of social sports organizations,lacking funds,few choice of content of undertaking,as well as immature undertaking process.4.Grass-roots sport organizations are most active among Guizhou sports social organizations,and have beeb always existing through fitness activities in Guizhou.Due to too little support from the communties and the government,the scale and quality of Guizhou grass-roots sports organizations still need to be improved.
