The Status Of Social Organizations To Undertake The Functions Of The Government Transfer And Countermeasures Research

International experience shows that the development degree of sports social organizations,is the measure of a country and regional sports development,an important symbol of sports socialization.In association of sports development,social organization and the administrative organ of decoupling backdrop,sports as a social organization and the market system and government system tied for third system developed rapidly,sports social organizations in dealing with the government and the market in resource allocation failure on this problem more and more highlighted.In order to solve this problem,this paper in order to "small government and big society" as the basic concept,the development of Chinese sports social organizations and the government transfer function are studied,in order to speed up the government administrative examination and approval system reform,further transfer functions with some enlightenment.In this paper,on the basis of the AHP to construct the theoretical model of government function shift to sports social organizations,and adopts comparative analysis method,using the five stages of case data as policy makers,puts forward two basic assumptions.Theory by using the expert investigation method in evaluation model,the judging matrix was established,weights assignment to the last on the basis of the theoretical model reasoning out the correctness of the two basic assumptions,the transfer and transfer much of conclusions,as a reference is summarized the current situation of sports social organizations to undertake transfer of government function,namely the "almighty government" to "limited government",the government's basic public service supply,sports social organizations have strong service and self-discipline.As background to discuss the current sports social organizations to undertake the functions of the government in the development of existing problems,and from the political,economic,cultural,institutional and other aspects,analysis the reasons of the existence of its insufficient,and countermeasures are put forward.This paper proposes to redefine their role in politics,cooperation and mutual benefit relationship and clarify the respective functions of government and sports social organizations border;Economy is not only to set up the mechanism of money policy support,and to cultivate hub type organization as soon as possible,promote the establishment of incubation base;In the aspect of culture to set up "the sports cultural viewpoint" and strengthen the sports culture dissemination and promotion;In a system which is to improve the operation regulation and supervision mechanism,the second is to promote the "can can enter the" type of open reform.
