Research On Influencing Factors And Evaluation System Of Sports Think Tank Competitiveness

At the Third Plenary Session of the 18 th CPC Central Committee,the governme nt clarified the overall goal of comprehensively deepening reforms to promote the modernization of the national governance system and governance capacity.As an important part of China's economic and social construction,the realization of sports governance system and modernization of governance capacity is an inevitable requirement for implementing the overall goal of the country's comprehensive deepening reform.Sports think tank is the key subject to participate in and realize the modernization of China's sports governance system and governance capacity.At present,the comprehensive deepening of sports reform has entered a critical period.It is urgent to strengthen the competitiveness of sports think tanks.Sports think tanks can support scientific decision-making with scientific advice,and then promote the scientific development of sports in China.Based on this background,this study disscuss the concept,constituent elements,influencing factors,evaluation index system and cultivation countermeasures of sports think tank competitiveness,which is based on theory of competitiveness,it is directed by dialectical materialism and gistorical materialism theory and takes the principles of combining theory and experience,using content analysis method,grounded theory research method,Delphi method,comparative analysis method,case analysis method,this paper also do research experience with the development of foreign sports think tanks and the status quo of China's sports think tank construction.The main result is as follows.First,the competitiveness of sports think tanks is the competitive strength owend by sports think tanks,which is presented that under the specific social development environment,different sports think tanks take advantage of resources to produce high-quality ideological products through their own capabilities.The essence of the competitiveness of sports think tanks is the comparative advantage and competitive advantage possessed by sports think tanks.The comparative advantage is based on resources and is the basis for the competitiveness of sports think tanks.The competitive advantage is based on ability,which is the dominant of sports think tank competitiveness.The combination of comparative advantage and competitive advantage of think tanks has formed the competitiveness of sports think tanks.The competitiveness of sports think tanks presents typical characteristics such as superposition,hierarchy,value,extensibility,uniqueness and dynamics.Competitiveness research plays a role in self-cognition,development orientation,and system shaping for the development of sports think tanks.Michael Porter's competitiveness theory,resource-based theory,core competence theory,and dynamic competence theory arethe theoretical foundations for the research on the competitiveness of sports think tanks.Second,the competitiveness of sports think tanks consists of three major elements: resources(human resources,capital resources,information resources,and facilities resources),capabilities(thought and knowledge production capacity,communication capabilities,situational awareness capabilities,dynamic ability),and influence(influence of public opinion,influence of academic research,influence of international).The competitiveness of sports think tanks determines the influence of sports think tanks,the influence of sports think tanks can counteract the competitiveness of sports think tanks.Third,the development of sports think tanks in developed countries started earlier.In the long process of development,they formed a series of useful experiences for the construction of China's sports think tanks,including Management system mechanism construction,research independence formation,industry management norms,government attention support and so on.The development of sports think tanks in China has generally experienced six stages.Since the Third Plenary Session of the18 th CPC Central Committee,China's sports think tank construction has ushered in a good development opportunity,and has made great progress in terms of quantity scale,research coverage,and system construction.However,there are also some problems,such as the ideological market has not yet formed,the evaluation system needs to be improved,the business sense is relatively insufficient,and the man agement system is closed and conservative..Drawing on the experience of the development of foreign sports think tanks,the construction of China's sports think tanks can seek breakthroughs in macro,meso and micro aspects.At present,China's sports think tanks are mainly composed of government sports think tanks and college sports think tanks.The competitiveness development of China's sports think tanks is characterized by regional imbalances and unbalanced types.The competitiveness of sports think tanks is still in its infancy,and its competitiveness needs to be further improved.Fourth,there are five main factors affecting the competitiveness of sports think tanks,including the motivation of competitiveness(driving factors,including functional play,responsibility awareness,policy promotion,decision-making needs,etc),the conditions for cultivating competitiveness(regulatory factors,Including human resources,financial resources,information resources,cultural construction and other resource elements and ideas and knowledge production capacity,communication and communication capabilities,situational awareness,dynamicadjustment capabilities and other capabilities,),the risk of competitive cultivation(constraints factors,Including information asymmetry,weak independence,inadequate supervision and evaluation standards,insufficient collaborative construction,insufficient research capacity of personnel,single source of funds,results dissemination and unsmooth channels for conversion,etc.),the environment for competitive cultivation(supportive factors,Including the sports think tank management system,operating mechanism and other internal environment and the external environment of cognition,technology,policy,etc.),Competitive cultivation objectives(reaction factors,supportive factors,including decision-making influence,academic influence,public opinion influence and international influence,etc.).Fifth,this paper construct a sports think tank competitiveness evaluation index system,which is covered 3 first-level indicators,12 second-level indicators,and 44third-level indicators.Conducted an empirical study on the Shanghai Sports and Health Industry Collaborative Innovation Center of the Shanghai Institute of Physical Education,It is considered that its development is at a good level.This paper summarizes and refines the typical problems existing in the development of the competitiveness of college sports think tanks.The problem is that College sports think tanks have certain resources and capabilities,but they do not produce impact results that are consistent with them.The strategy of developing the competitiveness of sports think tanks is put forward,including strengthen the preparation of resources for sports think tanks,improving human resource practices and application skills,improving the amount and quality of data accumulation,promoting the overall improvement of the capabilities of all parties and so on.
