New-style educational think tanks with Chinese characteristics can be divided into two levels: national educational think tanks and local educational think tanks.At present,a group of high-level research institutions represented by the Chinese Academy of Educational Sciences and the China Education Policy Institute have proposed the strategic goal of building a national educational think tank,and have actively explored this.In contrast,there are still many academic and practical problems that need to be solved in the construction of local education think tanks.Provincial educational think tanks have the important function of "indomitable position" in the educational think tank system in China.On the one hand,provincial educational think tanks must understand and implement national strategies and national wills.On the other hand,provincial educational think tanks should also take care of the development of the local areas.Actually,it builds a bridge between the national spirit and the reality of regional development.For this reason,the study turned its goal to build its evaluation index system with provincial educational think tanks represented by educational and research institutes in various regions.This study first theoretically demonstrated the constituent elements of the evaluation indicator system for provincial education think tanks,among which are influential,academic,disseminative,operational,and resource capabilities.There are also secondary and tertiary indicators contained in it,which have been demonstrated in both theoretical and factual aspects and have been logically analyzed.This is the theoretical construction of the evaluation index system of provincial educational think tanks;Secondly,through the construction of the theory to compare the problems of the evaluation system of think tanks in real society,the author conducted in-depth analysis of the status quo of the current evaluation system of think tanks by collecting documents and consulting a large number of think tank reports.First,provincial education think tanks Lack of evaluation index system;secondly,there is controversy over the operability of think tank evaluation indicators;third,there is a lack of classified think tank evaluation index system;and fourth,importance is placed on ranking results,and evaluation methods need to be scientific;In addition,the research team developed a number of evaluation indicators by screening data and literature,and revised and determined the final evaluation index system through two rounds of Delphi's method,that is,expert scoring;and finally,scoring scores by designing expert-rated questionnaires.The application of analytic hierarchy process to analyze the data to determine the weight of each indicator.This study mainly focuses on the construction of evaluation indicators system for provincial education think tanks.It is constructed from professional,scientific,and standardized methods,and finally determines the evaluation index system constructed in this study.
