In the past 40 years of reform and opening up,China has made remarkable achievements in development and created a new situation of socialist construction with Chinese characteristics.The reform and opening up has liberated and developed the productive forces,stimulated the development vitality of the economy and society,and also led to the huge demand for the rural labor force,which opened the prelude to the large-scale Xiang-cheng population movement and migration in China.A large number of agricultural transfer population from primary industry to the second to third industry,for the city's construction and economic growth to provide a steady stream of labor and talent,improve factor productivity,reduce the income gap between urban and rural areas,promote industrial structure optimization and transformation and upgrading,but also contribute to the economic high-quality development.China's agricultural transfer population increased from 6.57 million in 1982 to 2018 in 288 million,and its scale has continued to grow over the years.In the process of rapid urbanization,the agricultural transfer population has realized the transformation of the working mode and the place of residence,however,the agricultural transfer population in urban areas has not been directly and completely transformed into the citizens,but has been isolated in the urban social structure,forming a new two-dollar structure within the city,This incomplete urbanization has seriously affected the happiness and sense of gain of agricultural transfer population,and has also seriously affected the quality of population urbanization and the process of new urbanization."The hope of the people,the place of politics." Since 18Th National Congress,China's economic and social development has entered a new era,agricultural transfer population to the city's good life yearning,the equal status of citizens and rights of the demand,increasingly strong.The Party's 18th Report clearly proposes to "speed up the reform of the household registration system,promote the urbanization of agricultural transfer population in an orderly manner,and strive to achieve full coverage of the resident population of basic public services in cities and towns."Thirteenth Five-Year Plan,"National New Urbanization Planning 2014-2020" and other important plans and policies,propose "orderly agricultural transfer of the population to the people" as an important task.The Party's 19th Report further proposes to "speed up the urbanization of agricultural transfer population".At present,the new generation share of China's agricultural transfer population is more than 50%,has become the main body of China's agricultural transfer population,and also become the main body of urbanization.Under the background of the new era,in order to accelerate the promotion of the urbanization of the new generation agricultural transfer population,we first need to make a scientific consideration of the demand preference of the new generation of agricultural transfer in the public service.Based on the Tiebout model,this study uses the "" China Migrants Dynamic Survey(CDMS)2016"" released by the National Health Health Commission to present the current situation of the new generation of agricultural transfer population by using the methods of empirical analysis,comparative analysis and Literature analysis.Taking the public service demand preference of the new generation of agricultural transfer population as the logical starting point,this paper explores the relationship between the public service in the urban city and the urbanization of the new generation of agricultural transfer population,and further excavates the influencing factors of the new generation agricultural transfer population to the urban public service,and finally puts forward the policy suggestions on the basis of empirical analysis.In order to achieve the above research objectives,this study mainly did the following three aspects of work.First,it proves that the new generation of agricultural transfer population urbanization exists "to vote" the choice mechanism.The early outbound workers of the agricultural transfer population are temporary cities with the aim of employment,and return to consumption after earning income,and the demand preference of this "Migratory Bird Type" flow is concentrated in the pursuit of economic benefits.At present,the new generation of agricultural transfer population,show a strong yearning for the city,they actively gathered in the city civilization,hoping to become a member of the city,this kind of urbanization migration mode of demand preference in the pursuit of equal identity and rights With the elimination of rural exit obstacles and urban entry barriers since the reform and opening up,as well as the promotion of new urbanization strategies and the implementation of population competition policies in major cities in recent years,China has already had the conditions for the free movement of people.Under such a macroscopic background,the new generation of agricultural transfer of people whether or not to settle into a city is the result of their individual comprehensive evaluation of the conditions of the inflow and rational choice.The new generation of agricultural transfer will choose to settle in the city only if the combined conditions of the inflow can fit their demand for public services such as education of children,social security,housing and employment.Secondly,it analyzes the relationship between the city public service and the long term settling willingness of agriculture transfer people.The process of the urbanization of agricultural transfer population is the process of the government reconfiguring public resources and promoting the equalization of basic public services and social welfare.The real integration of agricultural transfer population into the public service system by the Government is the core content of the urbanization.However,in the new generation of agricultural transfer population demand side,the impact of different types of public services on their willingness to be citizen is not exactly the same.This paper selects "Whether or not willing to live in the city a long time(more than 5 years)" As the dependent variable,and under the condition of controlling the variables such as demography,mobility,employment,income and expenditure,it empirically examines the influence of the public service on the willingness of the new generation of agricultural transfer cities to settle.The results of model analysis show that:accompanying children's compulsory education,housing security,employment public services significantly enhance the new generation of agricultural transfer population of urban settlement.Work-related social insurance inhibits the new generation willingness of urban settlement.Social insurance related to the status of citizens has no significant effect on the urban settlement willingness of the new generation.Thirdly,it explores the influencing factors of the demand of public services of the new generation of agricultural transfer population.According to the theory of supply and demand equilibrium of public economics,the effective supply of public service should not only pay attention to the supply side of public service,but also focus on the demand side of public service,only by realizing the equilibrium of supply and demand of public service,can improve the public service quality,and then make the object reach the maximization of benefits.At present,the design of public service policy for agricultural transfer of population is basically from the perspective of government,with strong top-down "strong elitist" and bottom-up "weak participation" logic.The supply of public services in the process of the urbanization of the new generation of agricultural transfer population should be based on the factors that affect the demand preference.The results of model analysis show that:gender,education level,age of children,experience of parents going out to work,employment industry,nature of employment unit,mobility time,flow range,etc.,may have an impact on the demand for public services of the new generation of agricultural transfer population.While analyzing the above three problems,this paper also makes a comparative analysis of the new generation and the old generation of agricultural transfer population,summarizes the basic characteristics of the current new generation agricultural transfer population,and further combines the conclusion of empirical analysis,puts forward policy recommendations.
