Research On The Improvement Of Public Employment Service Of Agricultural Transfer Population In The Process Of New Urbanization

The new type of urbanization is the "human-centered" urbanization.Emph asizing the development of people,promoting the urbanization of agricultural tr ansfer population in an orderly manner,and achieving full coverage of the per manent population of urban basic public employment services is a new connot ation of new urbanization construction in the new era.However,for a long ti me,there have been various problems in the public employment service of the agricultural transfer population in China,which has severely restricted the full and fair employment of the agricultural transfer population,and at the same ti me has affected the smooth urbanization of the agricultural transfer population.Xi Jinping pointed out in the report of the 19 th National Congress of the Co mmunist Party of China that "employment is the greatest livelihood of the peo ple.We must adhere to the employment priority strategy and active employme nt policy to achieve higher quality and fuller employment," stressing that "prov ide comprehensive public employment services" and "make Everyone has the o pportunity to achieve their own development through hard work." Therefore,u nder such a background of development,how to improve the public employme nt service of agricultural transfer population in the process of new urbanization is particularly important.This article is based on the background of the national implementation of the new urbanization strategy,and comprehensively uses the urbanization theory,the theory of fairness and justice and the new public service theory as the the oretical tools,adopts research methods of literature research and questionnaire surveys,and focuses on the analysis of the new type of urbanization and the t ransfer of population to public employment.The intrinsic link of services expl ores the real problems and causes of the public employment service of agricult ural transfer population in the process of new urbanization,and then puts forw ard the policy recommendations and action paths for the improvement of the p ublic employment service of agricultural transfer population in the new urban process.The content structure of this article includes three aspects,the first is theo retical research.Based on the existing research,the core concept is defined,th e theoretical basis is explained,and an analytical framework is constructed;sec ondly,the status quo is evaluated.Based on the analysis of the questionnaire s urvey data,with the content of the evaluation indicators and the overall analys is framework,the current status of the public employment service of the agric ultural transfer population in China is evaluated and analyzed to find the obsta cles that restrict its balanced development;finally,the full text is summarized.Finding the policy path for the improvement of public employment services fo r agricultural transfer populations in the process of new urbanization.This paper finds out the problems existing in the public employment servi ce of agricultural transfer population in the process of new urbanization,and b elieves that the reason for this is that the existing public employment service supply is government-led as a whole,and there is no need to establish a dem and-based approach that focuses on the transfer of agricultural population.The supply system;on the other hand,the government's main supply is insufficient,and the coverage of public employment services is limited.The innovation of this article lies in: First,in terms of research content.The logic relationship between the new urbanization and public employment se rvices was combed,and the points of convergence between the two and the a gricultural transfer population were found;and the second was the perspective of research.Starting from the system analysis and process management aspects of public employment services,each link of employment services is included i n the evaluation system.Through the results-oriented and theoretical research,a public employment service evaluation system for agricultural transfer population is constructed to make current situation analysis and problem research available.The third is in the study of ideas.Introduce the research thinking of economic s,and analyze the existing problems of the public employment service of agric ultural transfer population in the process of new urbanization from the aspects of subject supply and object demand.
