Since China's economy entered the new normal,it has been an important issue for China to realize the economic development driven by scientific and technological innovation while slowing down and shifting gears.As the first resource of scientific and technological innovation,the key to realize the long-term and stable economic growth is to give full play to the role and function of talents.However,according to the report of the 19 th National Congress of the Communist Party of China,there are still many problems such as flow obstacles and unreasonable spatial distribution of scientific and technological talents in China.Therefore,it is of great theoretical and practical significance to make clear the status quo of scientific and technological talents gathering in China and analyze the impact of scientific and technological talents gathering on regional innovation output.First of all,this paper makes a descriptive analysis of the current situation and pattern characteristics of China's science and technology talent concentration,as well as regional innovation output,so as to understand and summarize the current situation of science and technology talent concentration and regional innovation output.On this basis,using the regional innovation theory based on Collaborative characteristics for reference,this paper analyzes the relationship between the agglomeration of scientific and technological talents and regional innovation output,and improves the mechanism of regional innovation output after the agglomeration of scientific and technological talents by integrating the factors of the agglomeration of scientific and technological talents into the theoretical model of regional innovation.Then,it deduces the mathematical model of regional innovation output,which includes the concentration of scientific and technological talents.Finally,on the basis of the theoretical model,using spatial correlation analysis,spatial filtering panel regression model,system difference model with spatial effect(GMM)model and PSTR model which can measure the nonlinear conversion rate,this paper empirically tests the theoretical derivation of the previous paper,and draws the following conclusions through the empirical results:1.The agglomeration of scientific and technological talents has a significant impact on regional innovation output,and the impact has the inverted "U" characteristics of first increasing and then decreasing.Through the mechanism analysis and mathematical derivation,it is concluded that scientific and technological talents will have a great impact on Regional Innovation in the low agglomeration stage,but the impact will gradually decrease.At the critical point of agglomeration,the marginal impact of scientific and technological talents on regional innovation output will gradually reduce to zero.After crossing the critical point,the marginal effect of scientific and technological talents on regional innovation output begins to change from positive to negative,and with the increasing of agglomeration,the negative effect of scientific and technological talents on regional innovation output gradually increases.2.The impact of scientific and technological talents agglomeration on regional innovation output is mainly mediated by knowledge spillover effect,time effect,information sharing effect and scale effect.The empirical results show that in the low agglomeration stage,the effects of scientific and technological talents agglomeration on regional innovation output mainly include knowledge spillover effect,time effect and information sharing effect,while in the high agglomeration stage,the effects on regional innovation output are mainly through knowledge spillover effect and scale effect,while time effect and information sharing effect are no longer the intermediary effects on regional innovation output.3.The degree of influence of scientific and technological talents agglomeration on regional innovation output is the result of many factors.In addition to the influence of agglomeration itself,the environment of scientific and technological innovation such as innovation capital investment,economic development,government support,foreign investment,industrial structure and financial development will also affect the relationship between them.In the case of low economic development,foreign investment and financial development,scientific and technological talents Only when the economic development,foreign investment and financial environment exceed a certain threshold,can the agglomeration of scientific and technological talents play a role.Innovation capital input and government support will affect the positive effect of the agglomeration of scientific and technological talents on regional innovation output in both low and high stages,while the influence factors of industrial structure will have a negative impact on regional innovation output when the first industry occupies a large share.When the proportion of the second and third industries reaches 0.38,the agglomeration of scientific and technological talents will start to affect regional innovation output There is a significant positive effect on production.4.There are heterogeneity between regions and departments in the impact of scientific and technological talent agglomeration on regional innovation output.After dividing China into three regions of East,West and East,we find that the concentration of scientific and technological talents in the central region of China has the greatest impact on regional innovation output,followed by the eastern region,and the western region has the least impact on regional innovation output.In terms of the heterogeneity of the impact of scientific and technological talents concentration on regional innovation output,scientific and technological talents concentration of research and development institutions has the largest impact on regional innovation output,followed by industrial enterprises,and universities.The achievement of the above research results breaks through the limitation that the former academia only pays attention to the relationship between labor mobility and economy,extends the research to the quantitative research of talent concentration and regional innovation output,and establishes a theoretical analysis model suitable for the impact of China's science and technology talent concentration on regional innovation output and conducts empirical test,so as to study the collection of talent resources in countries or regions The trend of aggregation and decentralization has practical significance for innovation output.
