| As the human resource group with the largest stock of knowledge and technology capital,scientific and technological talents play an important role in promoting scientific and technological innovation.Under the realistic background of the country’s vigorous implementation of the "innovation-driven development strategy",the effect of agglomeration of scientific and technological talents effectively promotes the sustainable development of the agglomeration area and even the surrounding areas in terms of economy,technology,industry,and society.Therefore,promoting the agglomeration of scientific and technological talents has gradually become an important way and means for the government to promote economic development and regional innovation.Various government departments continue to improve the concentration of scientific and technological talents in the region through various talent policies.As the most commonly used and most effective management method of the government,policy tools determine whether the implementation effect can achieve the policy objectives.How to rationally use various talent policy tools to promote regional scientific and technological talents gathering is worthy of in-depth study.This paper firstly sorts out the relevant theories of talent policy and scientific and technological talent agglomeration,builds a theoretical basis for the impact of regional talent policies on scientific and technological talent agglomeration,and sorts out relevant literature on talent policy and scientific and technological talent agglomeration;Secondly,this paper analyzes the status quo of talent policy in the Yangtze River Economic Belt from the four dimensions,such as publishing time and publishing department and son.This paper analyzes the spatial distribution and evolution characteristics of scientific and technological talents in the Yangtze River Economic Belt from the four dimensions of scale,structure,quality,potential and effect.;Next,this paper constructs a quantitative analysis framework of talent policy based on the dimension of policy tools,transforms policy texts into expressions that can be reflected in numbers,and provides data support for empirical research.Next,this paper constructs spatial econometric models under three spatial weight matrices to empirically test the impact of different policy tools on the agglomeration of scientific and technological talents,and introduces "talent" attention and "technological" attention as moderator variables.analyze its moderating effect on the relationship between the two.The research results show that:(1)The number of talent policies issued in the Yangtze River Economic Belt is on the rise,and all three policy tools are used.Supply-oriented policies are the most frequently used,followed by environmental-oriented policies,and demandoriented policies are the least frequently used.(2)The overall level of scientific and technological talent agglomeration in the Yangtze River Economic Belt shows an pattern of interprovincial spatial distribution in which the center of gravity is shifted to the lower reaches,and individual provinces and cities in the upper and middle reaches are raised,which indicates that the level of talent agglomeration among provinces in the Yangtze River Economic Belt is extremely unbalanced and disparate larger.(3)There are differences in the effect of different policy tools on the agglomeration of scientific and technological talents.Both supply-based and environmental-based policies have a positive impact on the agglomeration of scientific and technological talents,while demand-based policies have a negative impact on the agglomeration of scientific and technological talents.(4)The moderating effect of government attention has different effects under different spatial weight matrices.Under the leadership matrix,the attention of "talent" positively adjusts the impact of environmental policies in adjacent areas on the agglomeration of scientific and technological talents,and at the same time weakens the negative effects of demand-based policies in adjacent areas.The attention of "science and technology" can promote the level of scientific and technological talent agglomeration in leading regions,but it will weaken the impact of the province’s supplyoriented policy on the agglomeration of scientific and technological talents.(5)Under the geographic distance matrix,the government’s attention to "talent" and "technology" does not have a significant moderating effect,but the "talent" attention has a positive impact on the agglomeration of scientific and technological talents.Under the economic distance matrix,the attention of "talent" positively promotes the agglomeration of scientific and technological talents,and the attention of "science and technology" negatively adjusts the impact of supplyoriented policies on the agglomeration of scientific and technological talents. |
