Research On The Conflict And Coordination Mechanism Of Multi-stakeholder In Urban Regeneration

With the rapid development of urban economy and society in China,how to further enhance the sustainability of cities has become an important issue.Urban regeneration,as an important way to help cities improve their sustainability,is rapidly advancing in large cities.However,because the implementation of urban regeneration involves many stakeholders,such as the government,property owners and developers,and there are huge differences in the interests of these stakeholders,making conflicts among various stakeholders frequent,and becoming an important factor affecting social stability in China.If the conflicts among stakeholders are not effectively controlled,they will bring serious negative effects to urban regeneration,such as increasing the pressure of government maintenance,increasing the construction cost of developers,and reducing the willingness of owners to participate in regeneration.This has not only hindered the realization of the goal of sustainable urban development,but also threatened the harmony and stability of our society with the expansion of the scope and influence of stakeholder conflicts.However,due to the diversity of urban regeneration objectives and the complexity of implementation,the research on stakeholder conflicts in the process of urban regeneration by scholars still needs to be improved.The existing research still has some shortcomings in the perspectives,internal relations between conflict elements,qualitative and fragmentation.Therefore,it is of great theoretical significance and practical value to systematically analyze the internal relationship(mechanism)between conflict elements among multi-stakeholders in urban regeneration and propose corresponding conflict resolution mechanism.Based on this,this paper takes the conflicts among multi-stakeholders in urban regeneration as the research object,and centers on the goal of coordinating the interests of multi-stakeholders.By using the methods of literature research,case analysis,social network analysis,questionnaire survey,structural equation model and cooperative game model,the paper maked a systematic analysis of the process of urban regeneration.The main works are as follows:? The multi-stakeholder social network model in urban regeneration was constructed,and the main forms of stakeholder conflicts were analysed.Through literature research,expert interviews,social network analysis and other analysis of the core stakeholders involved in the process of urban regeneration,combined with the characteristics of different types and modes of urban renewal,this paper explores the main forms of conflicts among the core stakeholders.The study defines the core stakeholders,including local governments,real estate developers and original property owners,whose demands and positioning were also quite different,which maked conflicts among stakeholders frequent,in which the forms of conflicts are mainly embodied in the aspects of regularity,distribution and transaction.?The theoretical framework of multi-stakeholder conflict elements in urban regeneration was built,and the elements of conflict were also identified.Based on the theory of social conflict,the general mechanism of stakeholder conflict was elaborated,and the theoretical framework of multi-stakeholder conflict factors weaspreliminarily constructed.Through literature research and case analysis,various factors causing multi-stakeholder conflict were identified.A list of stakeholder conflict elements including 33 conflict factors,3 types of conflict intermediaries,3 types of conflict events and 1 type of conflict outcomes is summarized.?The paths of multi-stakeholder conflict in urban renewal were analysed.Through literature research and case analysis,this paper identified the theoretical path of multi-stakeholder conflict in urban regeneration;established a theoretical model of the relationship between the elements of stakeholder conflict by using structural equation model;and obtains the actual data through questionnaire survey to identify multi-stakeholders.Empirical analysis of the relationship between the elements of conflict shows that there were 35 paths of conflict.According to Pareto's law,7 of the 35 conflict paths were identified as critical paths,with path coefficients ranging from 0.245 to 0.364.The results showed that different types of conflict factors had different effects on the evolution of stakeholder conflicts,among which interest and legal system were the key factors to be considered.?The multi-stakeholder coordination mechanism in urban regeneration was constructed.Based on the analysis results of the key role path of multi-stakeholder conflict,aiming at the key factors affecting stakeholder coordination,according to mechanism design theory and collaborative governance theory,this paper put forward specific ideas for the construction of stakeholder coordination mechanism.The "trinity"stakeholder coordination mechanism for the urban regeneration was constructed,which was centered on interest distribution,based on internal restraint and supported by external safeguard.Taking the Shibati urban regeneration project in Yuzhong District of Chongqing as an example,the stakeholder coordination scheme of the project was put forward.The study finded that the stakeholder coordination mechanism constructed has good operability and can effectively solve the conflicts of multiple stakeholders in urban regeneration.This paper studied the mechanism of multi-stakeholder conflict and stakeholder coordination in urban regeneration through the analysis of core stakeholder conflict identifying the elements of conflict exploring the interaction between the elements of conflict analyzing the key path of conflict conflict resolution mechanism(stakeholder coordination mechanism).Systematic research,to a certain extent,has improved the existing fragmentation and simplification research;the proposed conceptual framework of stakeholder conflict,structural equation model and cooperative game model provide a reference for subsequent quantitative research.Although some achievements have been made in this paper,there are still some shortcomings,such as the analysis of the relationship between the elements of conflict may not be systematic,and the construction of coordination mechanism may not be comprehensive,due to the complex interest relationships among stakeholders and the imperfection of relevant policy mechanisms in urban regeneration in China.The follow-up study could collect more detailed case data to supplement and amend the elements of conflict,the relationship of action paths and the coordination mechanism of stakeholders in the conflict mechanism model.
