A Research On The Mechanism Of Sports Social Organizations Evaluation

In the new era,the report of the 19 th National Congress of the Communist Party of China has given new tasks and missions to the social sports organization in the aspects of “five in one”modernization construction,resolving the main contradictions in the new era and comprehensively improving the level of social governance.However,due to the imperfection of the management system,especially the lack of effective supervision mechanism,the development of social sports organizations in our country is neither standardized nor mature at this stage,which inevitably leads to its inability to bear the responsibility and mission given by the times.Evaluation is an important starting point of supervision.It is of great significance to improve the supervision level of social sports organizations and guide and standardize the development of social sports organizations.At present,the theoretical research of social organization evaluation of sports in China is still lagging behind,which is difficult to provide effective guidance for the evaluation practice.Therefore,further deepening the research in this field has become an important topic.Based on this background,this paper takes the theory of system,relevant theories of evaluation,actor system dynamics theory and holistic governance theory as the basis,takes sports social organizations as the object,around the theme of the evaluation mechanism,and comprehensive use of literature,questionnaire,interview,Delphi and other methods,to research the evaluation mechanism of sports social organization in China.The main conclusions are as follows:First,the evaluation of sports social organizations in China started late.In the past practice,although the evaluation consciousness has been improved,the evaluation operation has been gradually normalized,and the evaluation effectiveness has gradually emerged;there are still many problems and challenges in the evaluation of sports social organizations,including the loss of development motivation,weak constraints,poor coordination,evaluation subject is single,the evaluation index system needs to be improved,and the evaluation procedures and methods need to be improved.The developed countries,such as Japan,the United Kingdom,the United States,started their philanthropy early and practiced the supervision and evaluation of sports social organizations earlier,and accumulated rich experience.These experiences mainly include: focusing on evaluation and taking evaluation as the core part of organization management;strictly restricting and establishing an all-round evaluation legal standard system;multi-dimensional coordination to promote the development of evaluation based on the overall management effect;adjusting measures to local conditions,the selection of evaluation subject is in line with the national conditions;multidimensional evaluation,comprehensive consideration of the design of evaluation index system.Second,the development of evaluation practice needs theoretical guidance,but from the current research on the evaluation of sports social organizations in China,it is not enough,and there are still some misunderstandings.Many studies only regard the evaluation of sports social organizations as a technical work,and focus on the improvement of evaluation subject,evaluation index system,evaluation procedure and evaluation method.This not only weakens the complexity of evaluation,but also makes it difficult to make substantial progress in the development of sports social organization evaluation.This paper holds that the evaluation of sports social organizations must be carried out under a set of scientific,systematic and complete mechanism,otherwise the evaluation can only be a general evaluation activity which is scattered and not systematic,and it is difficult to call it scientific evaluation.Thirdly,the evaluation mechanism of sports social organization is a complex system.With the help of the basic theory of system theory,this paper clarifies the elements and structure of the evaluation mechanism of sports social organization.Through the research,it is considered that the elements of the evaluation mechanism of sports social organizations include the evaluation subject,the evaluation object,other related subjects,the evaluation index system,the evaluation procedure and method,the evaluation institution and the evaluation environment.On this basis,based on the practical difficulties and development goals of sports social organization evaluation,this paper puts forward that the sports social organization evaluation mechanism is mainly composed of four aspects: dynamic mechanism,operation mechanism,constraint mechanism and coordination mechanism.These four mechanisms are independent and restrict each other,which constitute the overall form of the sports social organization evaluation mechanism.Fourthly,the actor system dynamics theory provides a scientific analysis framework for the construction of dynamic mechanism.Based on the ASD theory,this paper analyzes the problems existing in the construction of the current dynamic mechanism,and further puts forward the countermeasures and measures to optimize the dynamic mechanism of sports social organization evaluation,that is,to create a promising government and strengthen the driving force;to establish an effective organization to activate the internal driving force;to absorb the public to enhance the driving force;to increase policy support to enhance the traction force and to create a cultural atmosphere to play the role of the environment.Fifthly,for the optimization design of the operation mechanism,in the evaluation subject mode,the paper puts forward the suggestions of removing and optimizing the evaluation mode of political and social cooperation.In the construction of the evaluation index system,through two rounds of expert Delphi method completed the index selection and weight setting,and finally established the evaluation index system of sports associations,sports social service institutions and sports foundations.At the same time,it selects the methods that are suitable for the evaluation index system and evaluation procedure of this study,including literature method,questionnaire survey method,interview method and observation method.Sixth,in view of the “moral hazard”behavior in the evaluation,this paper puts forward the corresponding restraint ideas.On this basis,it further puts forward suggestions including improving the evaluation and supervision legal norms,tightening the institutional fence;promoting the formation of evaluation industry self-discipline,improving the supervision quality and efficiency;strengthening the construction of evaluation ethics and establishing evaluation,establish the consciousness of evaluation;and improve the social supervision system to realize the sunshine operation.Seventh,through the analysis of the coordination dilemma of the current sports social organization evaluation,combined with the enlightenment of the holistic governance theory,this paper puts forward the optimization and reconstruction strategies of the evaluation coordination mechanism: integrating the structure and establishing the overall management framework;integrating the objectives and anchoring the realization of public interests;integrating the concept and deepening the awareness of cooperation and win-win;integrating laws and enhance institution guarantee of coordinate;integrate platform and promote information exchange and sharing.Eighth,the most ideal effect of the operation of the evaluation mechanism of sports social organizations is that the overall function is greater than the sum of the parts.The system theory reveals that the overall effect,structural effect,synergistic effect and environmental effect jointly form the “overall function emergence”.This determines that the operation of the evaluation mechanism of sports social organizations must follow the mechanism of integration,hierarchy,coordination and dynamic;adopt the mode of overall focus,overall promotion;part of the work,layer by layer transformation;follow the rule,multi-dimensional coordination;normal implementation and dynamic adjustment.And we need to grasp some key points,including adhering to the system thinking;scientific organization and management;optimizing the external environment and make good use of policy regulation.
