The Research On Social Evaluation Mechanism Of University

Social evaluation mechanism of university is the construction and operation principles, which is to ensure that the social evaluation of university activities and processes can operate and achieve its functions effectively. The social evaluation of university develops rapidly in recent years, but it also faces many problems which can boil down to three questions from the perspective of mechanism:unsmooth operating, a negative impact on power and shortage of constraints and supervision. Therefore, we should improve the social evaluation mechanism of university from operation mechanism, dynamic mechanism and restriction mechanism. Operation mechanism is the main part of the social evaluation mechanism of university which is set up for running. In the operation of social assessment of university currently, the body not only faces inadequate self-building, but also lacks a favorable external environment. So, it’s necessary to improve operation mechanism. To be specific, we should strengthen the construction of multi-body of social evaluation and play the multi-body’s resultant force, improve the higher education information database, information disclosure and dissemination systems, formulate special legislation and industry standards of social assessment of higher education. Dynamic mechanism is an important sub-mechanism of the social evaluation mechanism of university, which aims to mobilize and maintain the motivation of the social evaluation body of university. In the dynamic of social assessment of university at present, multi-body, especially social intermediaries have strong power inside, but lack good evaluation environment and conditions outside, and the use of the evaluation results is also limited. Therefore, it is essential to improve dynamic mechanism. Specifically, we should encourage the enthusiasm of social evaluation body through suggesting universities treating university ranking with gentle state of mind and strengthen the utilization of evaluation results. Moreover, we also need to strive for universities’ support and cooperation through improving the social evaluation of university and establishing the contact of assessment and funding. Restriction mechanism is also an important component of the social evaluation mechanism of university which is to supervise and restrict the conduct of the subject to fit the evaluation norms and objectives of evaluation. In the constraints of social evaluation now, the intermediaries of social evaluation don’t exert themselves in self-restraint, specific laws and industry standards aiming to constrain outside are not yet established and specialized management institutions is also unclear. For this reason, it’s important to improve restriction mechanism. Specific to say, first, strengthen self-discipline of the evaluation body; second, formulate specialized law and industry standards of social evaluation of higher education; third, establish and perfect the specialized management institutions of the social evaluation of higher education.
