The social organization,as a main part of social governance system,plays an important role. Firstly, it has the function of re-allocation social resources. Secondly, it could maintain social stability. Thirdly, it has the function of shaping social mainstream culture. Social organization advocates the idea of social integration and normalization, creates fairness and equality social environment, which will reveal the culture concept of people-oriented; what’s more, to promote and disseminate the culture of social organization could inject new vitality into the social mainstream culture.According to the function of social organization, the function mechanism of social organization also include three parts. Third, the culture shaping mechanism includes four contents. That is, enrich the culture connotation of social organization, merge the traditional culture and modern mainstream culture to achieve upgrade, advocate and disseminate social organization culture with various forms, promote the public to understand and accept the social organization culture.
