Research On The Pattern Of School Sports Insurance In China

As a risk management measure,sports insurance is an important means to resolve the disputes of school sports injury compensation and ensure the normal operation of school sports.By means of interview,text analysis,case study,SWOT analysis and other research methods,this paper makes an in-depth study on the pattern of school sports insurance.Firstly,according to the investigation of the present situation,this paper analyzes the realistic predicament of school sports insurance,puts forward the idea of professional development of school sports insurance,clarifies the responsibilities of the government,schools and society in the development of school sports insurance,refines the existing patterns and analyzes the elements of the patterns.Secondly,under the guidance of pattern research method,the existing school sports insurance patterns are systematically studied around the definition and formation background,theoretical basis,typical practice and pattern evaluation of different patterns of school sports insurance;Finally,based on the theory of pattern construction,this paper constructs a new pattern of school sports insurance,demonstrates the realistic basis and rationality of the new pattern,and explains the theoretical construction pattern and implementation safeguard measures of the pattern.Research significance: Theoretically,from the interdisciplinary perspectives of management,sociology and insurance,we can further enrich and expand the theoretical system of school sports risk management,and at the same time provide ideas for innovating the school sports risk management pattern.In practice,it can arouse the attention of the government,schools,society and students to school sports insurance provide reference for the government to formulate school sports insurance policies and explore school sports insurance patterns,and promote the sound development of school sports insurance in China.The conclusions are as follows:1.According to the connotation and characteristics of the pattern,the school sports insurance pattern is defined as the standard paradigm or operation style formed in the practice of school sports insurance,which provides students with school sports insurance according to certain rules.Through text analysis and pilot practice,the existing school sports insurance pattern in China is refined into "government purchase" pattern,"inter school mutual assistance" pattern and "social donation" pattern,and four elements of school sports insurance pattern are put forward: supply path,insurance object,and insurance scope and safeguard measures.2.The pattern of "government-purchased" school sports insurance,represented by Shibei District of Qingdao City,is an operation pattern in which the government uses public financial funds to purchase school sports insurance from insurance companies according to government procurement methods and procedures.The pattern is based on the transformation of government functions,policy and legal requirements and practical needs,and the new public management theory,public goods theory and principal-agent theory provide theoretical basis for it.This pattern has strong policy guidance,which is conducive to the professional advantages of insurance companies,but it has strong dependence on government finance and because of excessive government intervention,it is difficult to accurately evaluate its implementation effect.3.The pattern of "inter school mutual assistance" school sports insurance,represented by Shanghai,is a kind of operation pattern in which schools with common school sports risk protection needs establish mutual fund pool through voluntary premium payment.When there is an agreed school sports injury accident,the mutual fund will give economic compensation activities.With the help of the idea of "mutual insurance",this pattern takes the difficulty of commercial insurance to intervene in school sports injury accidents as the main background,and provides the theoretical basis for it with the theory of mutual aid,no fault liability and risks self insurance.This pattern has the characteristics of low premium,non-profit,and can help the injured students in time,but its applicable conditions are more stringent,and we should be alert to the problems of school responsibility generalization and insufficient solvency.4.The pattern of "social donation" school sports insurance,represented by Xuzhou City,is an operation pattern of providing school sports insurance for students by natural person,legal person or other social organizations in the form of "donation and assistance".The main background of this pattern is the limited government investment in education,the internal needs and external conditions of social donation,and the theory of corporate social responsibility,stakeholder theory provide the theoretical basis for it.This pattern is a way for social forces to participate in the management of school sports injury accidents.The source of funds is clear,which can quickly promote the school sports insurance work,but its sustainability is difficult to guarantee,and it has a strong dependence on the government guidance.5.Based on the realistic context of the modernization of national governance and the concept of self indulgence in risk,this paper comprehensively examines the shortcomings of the existing pattern of school sports insurance in China,and uses foreign experience and Enlightenment for reference.Under the guidance of collaborative governance theory and welfare pluralism theory,it constructs a "tripartite linkage" school system with "government as the leading,school as the support and family as the foundation" school sports insurance pattern.Based on the basic principles of government intervention,non-profit,responsibility sharing,feasibility and guidance,the pattern advocates that the government,school and family should jointly contribute in proportion to provide school sports insurance for students.The implementation of "tripartite linkage" school sports insurance pattern needs government guidance,legal construction and pilot exploration to provide protection.
