On The Rural Grassroots Organizations In Foreign Rural Public Service

The rural grassroots organizations take an important function in rural public service. Attention is being given to the rural grassroots organizatiosn world wide. In different countries, it has various developing levels, different characteristics and categories, various realms of service and different structural functions. But how are public services being provided?This dissertation focuses on how to provide public service effectively in foreign rural grassroots organizations. The analysis of the factors include its structural function, decision-making and control procedure, supplies and coordination, resource using and allocation, etc. USA, Japan and India are taken as typical countries in reviewing how public services are provided by the rural grassroots organizations. Based on the analysis above, the experiences of public services are summed up and then to put forward the referential proposal to our grassroots organizations construction in rural areas in China.The outline of the dissertation.The introductory part explains the reason for doing such a research and its significance, the current related research both at home and abroad, the research methods, the structure of the dissertation, innovations and defects of the research, concept and explanations of the paper.Part one is "the history of the rural grassroots organizations in foreign public service". This part analyzes the development process, characteristics, and factors that affect the grassroots organizations.Part two is "the structure and function of the rural grassroots organizations in foreign countries". The analysis is in the view of the organization intrinsic structure and function. So, the study points out that the structure and their function of the same sorts of organizations in different countries have different features.Part three is "the decision-making and control of the rural grassroots organizations in public service practice abroad". This part analyzes the information and power process of different rural grassroots organizations in public service provision and their influencing factors.Part four is "the supplies and coordination of public service of the rural grassroots organizations abroad". This part mainly analyzes the provision mechanism and coordination mode of the rural grassroots organizations in providing public services.Part five is "the using and configuration of resource of the rural grassroots organizations in providing public services abroad". This part mainly analyzes how the rural grassroots organizations use and distribute the staff and the funding. Finally, this part draws a conclusion that the different rural grassroots organizations have different features and manners dealing with the resources.Part six is "the experience and inspiration of the rural grassroots organizations aboard". This part sums up the main experience of the public services provided by the rural grassroots organizations, and it puts forward the referential proposal to the development of grassroots organizations in providing public services in China.
