In the period of dual society system, due to the national income and social interestsdistribution serious to city tilt, our country’s “three rural issues” increasingly prominent,and the social gap between the urban and rural widen and widen.from the trend ofmodern society development and experience of western developed countries dealingwith the relations between urban and rural. Our country “agriculture, countryside andfarmers” solution of the problems, the most essential is insisting on the policy of“getting industry to support agriculture and cities to support countryside” in the processof balancing urban and rural develop. Insisting on urban and rural develop andpromoting the integration of urban and rural relationship is the important content ofimplementation of the scientific concept of development, and also the importantstrategic choice of solving the problems of “agriculture, countryside and farmers”.However, coordination of urban and rural development is complicated systemengineering; it covers every aspects of the society. At present, the farmers’ overall quality low, personal structureimbalance, professional and technical scarcity, the brain drain seriously in Chongqingrural grassroots widespread has already seriously affected the socialism new ruralreconstruction and rural grassroots political power construction.
