Theory And Empirical Analysis Of Cultivated Land Reserve

With the rapid development of China's economy, further increase of population, continued going of urbanization, the quantity of arable land of China is decreasing year after year, and it's quality is declining, and it's environment is deteriorating. The situation of China's cultivated land can not meet the requirement of sustainable development and use of cultivated land resources. So it's need urgently to implement cultivated land reserve to increase the effective area, improve the quality and ecological environment of cultivated land, and to achieve sustainable development and utilization of cultivated land resources. The paper makes a systematic study on the theory of cultivated land reserve for the first time, which will fill gaps in the field of related research, provide theoretical guidance for the practice of arable land reserve, provide a scientific basis for relevant government departments to develop policies on cultivated land reserve, and it will be helpful to promote China's economic development, and it will also have a positive role in promoting building a harmonious society, saving society and the well-off society.Using theory of land supply and demand, theory of sustainable development, intensive management principles, ecological and economic theory, system theory and dynamic equilibrium theory as the theoretical support of the research, and using the basic analysis methods such as literature, comparative analysis, and economic models, etc., the thesis makes a thorough study on the theory of arable land during the process of building new countryside in China, based on the research results at home and abroad. The main contents of the thesis are as follows:(1).The paper discussed the meaning of cultivated land reserve, and classified it into three categories. On this basis, the author designed three—stage operation modes including arable land which will be reserved going into the repository, cultivated land reserve, and reuse of reserved arable land.(2).The paper discussed the connotation of arable land value, including economic output value, ecosystem services value, and social security value, introduced six price evaluation methods of arable land which will be reserved which are income approach, market comparison approach, cost approach, earnings multiples method, replacement cost method, long-term trends method, and designs different price evaluation methods according to different arable land value.(3).The thesis analyzed four kinds of factors affecting quantity of arable land reserve and constructed models of arable land reserve quantity of different kinds of arable land reserve.(4).The paper analyzed effectiveness of cultivated land reserve which are economic, ecological and social benefits, and selected 24 indexes such as increase rate of land yields, decrease rate of soil erosion area, etc., and constructed a comprehensive evaluation index system of cultivated land reserve.(5).The author analyzed all kinds of risks during the process of implementation of arable land reserve, and proposed risk prevention measures.In the thesis, the author studied cultivated land reserve policy and constructed security system of cultivated land reserve.(6).The paper compared arable land reserve with urban land reserve in policy environment and socio-economic objectives, operation modes, characteristics and nature of government action, nature of compensation and compensation basis, quantity of land reserve and reserve period, reserve benefits and risks.(7).The author introduced the building and operational procedures of Hunan arable land reserve system, that is arable land going into the repository, reserving, and added into arable land, analyzed that the main type of Hunan arable land reserve is consolidation reserve, and with the features that government or business operates led by government. And made a sessesment on different levels and different values of Hunan arable land resources using different price evaluation methods,which will provide a reference to determine the land reserve compensation. And determined the present arable land reserve quantity of Hunan province is 300,000 ha through two methods,which will also provide a reference to determine the amount of arable land reserve in Hunan province. Then I made a detailed analysis of the implementation effects of arable land reserve of Hunan province that is realizing the balance of arable land which had been occupied and added, and dynamic equilibrium of the total arable land.. And then raised the main questions during the process of implementation of arable land reserve, and put forward countermeasures of the problems.Based on the above study, the conclusions of the paper are as follows:(1)The main operation mode should be the type led by government under the construction of new countryside. (2) Price evaluation method on arable land which will be reserved should be different according to different arable land value. (3)We may determine the quantity of arable land through either the model or demand and tenure of arable land.(4)Arable land reserve benefits of different reserve forms are different. When evaluating benefit of cultivated land reserve, we should select indexes from economic, ecological and social benefits to construct a comprehensive evaluation index system of cultivated land reserve. (5)There exist some risks when arable land is reserved. (6)We should construct cultivated land reserve policy and security system to guarantee the smooth operation of arable land reserve system. (6)There are some differences between urban land reserve and arable land reserve, but relatively maturity operation of urban land reserve system can provide some references on arable land reserve.The designed operation mode of arable land reserve, the use of market-oriented approach was first proposed in the non-market values of farmland assessment, the built quantitative model of cultivated land reserve, prediction of demand on arable land based on multi-objectives in Hunan province, prediction of ensuring supply of arable land based on the externalities of farmland protection in Hunan province in the ethesis showed some innovative, which will provide some theoretical guidance and reference to the practice of arable land reserve.
