Urbanization rate in China over the past decade has been increasing rapidly by an average of 1% per year, which has reached 55% by 2014. The Central Committee of the Communist Party of China and the State Council issued National New-type Urbanization Plan(2014-2020) in early March 2014. Urban development speed can meet needs of agricultural transfer population and other permanent resident population, such as residence, employment and daily life, this is an important part in realizing new-type urbanization plan, therefore higher requirements are proposed on effective supply of newly-increased urban land for construction. Urban expansions bring about huge land use demand, which requires higher operation efficiency of land reserve system. In this context, it is necessary to discuss the obstacles existing in the current land reserve system further, so as to provide the theoretical basis and suggestions for perfection and innovation of land reserve system.This paper stands in the perspective of land reserve participants, and analyzes tightly around the three core elements, which influence the operational efficiency of land reserve system.First of all, this paper explores the characteristics of land price as well as the factors affecting land supply and demand by using norms analysis, then it explores the formation mechanism, key factors and the spatial distribution features of the land price by using empirical analysis. It is concluded that there is distortion in the relationships of land reserve price, which are as follow four aspects: Firstly, the agricultural land price is so low that can’t fully safeguard the interests of farmers; Secondly, the government gain too more land value-added income through bilateral monopoly; Thirdly,the land bidding behavior of developers based on adaptive expectations caused the soaring house prices and land prices, which will bring about higher risk in the new real estate market environment; Fourthly, the transmission mechanism of land reserve prices began to fail as regional differentiation accrues in house prices.Secondly, this paper analyzes the forming background of land reserve system and land financial problems, then it analyzes the operation and exposed problems of the current land reserve system. It is concluded that the land reserve system has been experiencing significant changes under the influence of local government’s land fiscal path dependence. It is embodied in five aspects: one is the goal deviation and dislocation; second is the absence of law and the randomness of administrative regulation; third is the oneness of executor and disorder of management organization; four is the limited financing channel; fifth, supervision and evaluation are in the blank.Next, this paper analyzes the gambling behaviors among government, farmers and developers by using the method of game analysis, and then analyzes the three kinds of typical land reserve operation mode by means of case study, such as government-led, developers commissioned by government and farmers autonomous implementation. It is concluded that the current land reserve operation mode dominated by a single executor always forms a zero-sum game, the rigid operation mode can’t realize the change from non-cooperative game to cooperation game.Finally, after summarising the problems of current land reserve system as well as analyzing the "new normal" characteristics of land reserve economic development in the future, this paper proposes some suggestions on how to adjust the target, break the government monopoly, increase the supply of construction land, improve the mechanism of land increment income distribution and give developers with participation rights of land supply.Compared with the existing research, the innovations of this paper are mainly reflected in three aspects: one is the innovation of the research angle of view, this paper tries to analyze the problems in the operation of land reserve system further, with the participation of micro main body as the main research perspective. The second is the innovation of research content, this paper tries to pioneering study the formation in connotation, formation mechanism, key factors affecting the various land prices as well as the space distribution features of current price system; and brings the land developers into the systematic research framework. Three is the innovation of study method, this paper introduces granger causality test, hedonic price model and multiple regression analysis into the study on land reserve prices, introduces game model analysis into the study on land reserve mode, and tries to explore the multi-disciplinary cross research.
