Research On The Rural Collective Economic Governance System Of China

It is an important part of the socialist public ownership economy that is always closely connected to the development of the socialist cause.In fact,the development of the collective economy is the guide for peasants to consolidate and develop socialism.In 2016,the policy proposition of "building a collective economic governance system" was put forward in the "Opinions of the Central Committee of the Communist Party of China on the Steady Promotion of the Reform of Rural Collective Property Rights System",for the sake of further promoting the development of rural collective economy.It means that the construction of a rural collective economic governance system has been regarded as a significant measure to promote the development of the rural collective economy,which has been placed on the agenda of the party and the state.In this paper,we interpret the connotation,goal and composition of rural collective economic governance system with the comprehension and apprehend of the connotation,form and function of rural collective economy.Furthermore,on the basis of the in-depth analysis about the current situation of rural collective economic governance system,we propose a main idea towards the economic governance systemto improve rural collective.The research can expand the investigation on the rural collective economic governance system for theoretical community,and provide a useful reference on the improvement of the rural collective economic governance system as well as related systems.Also,it strengthens the core leadership position of party at the grassroots level and promotes the full rule of law.Then the concept of "people-centered" can be implemented in a practical way and possess certain value.The context of this paper consists of an introduction and five chapters.The basic research logic,content and viewpoints are:The background and significance of research for China's rural collective economic governance system are highlighted in the introduction part,which reviews and cards the relevant investigations at home and abroad,on which elucidates the research ideas and methods as well as main innovations of this paper.The theoretical basis of the research is reviewed in the first chapter.The main ideas of rural peasants,the collective economy,and state governance for Marx and Engels,Lenin and Stalin,as well as the Chinese Communist Party have been systematic interpreted and elucidated.The elucidation of the connotation,form and function of the rural collective economy are narrated in the second chapter.The rural collective economy is an important form of the socialist public ownership economy,whose aim is to enhance the interests of rural collective members,and demonstrates unity and cooperation of the economic form.The main forms comprise a large number of farmer economies,various forms of cooperative economy and communities.Thus,the main role of the rural collective economy is to consolidate the socialist system in rural areas,the material basis for rural revitalization,and the material conditions for the common prosperity of farmers.The main function of rural collective economy is that it is the material conditions for the common prosperity of farmers to establish the the material foundation for the rural revitalization under consolidating the socialist system.The explanation of the connotation,goals and composition of the rural collective economic governance system is illustrated in the third chapter.The governing system of rural collective economy comprises the power and governance system is enucleated in the fifth chapter.In light of the improvement the rural collective economic governance system,the paper puts forward the ideas as follows: Firstly,the socialist institutional attributes with Chinese characteristics should be highlighted through perfecting the governance system,which requires the governance system to be compatible with the basic economic and political system branded on Chinese characteristics.Secondly,the legal system of governance system is consummated with the improvement of the relevant laws and regulations,the scientific level of policies,and the regulations of rural collective economic organizations.Thirdly,with the promotion of the market and the synergyof government,it should highlight the status of independent legal persons in rural collective economic organizations,specific the main body status of the members of the rural collective economic organization to improve the structure of the governance system.Last but not least,the mechanism of the governance system should be optimized by means of distribution of optimation,incentive,the improvement of supervision and support of mechanisms.The innovations of this paper are as follows.Firstly,the innovation of research topics is novel,because the concept of rural collective economic governance system is proposed relatively late,and very little research are pinned on the subject.Thus,it can showcase the novelty of the topic via rural collective economic governance system.Secondly,the research content is original.On the basis of the detailed discussion of the connotation,objectives and composition of the rural collective economic governance system,the insight of the system,structure and mechanism is studied,which possesses somewhat innovativeness due to the blank in the academia.Thirdly,the viewpoint of the research is new,which is mainly illustrated that the governance system of rural collective economy consists of entirety,including the power and responsibility of the government,the rural collective economic organizations and their members,and the interactive relationship formed by the government,the rural collective economic organizations and their members around the power and responsibility for promoting the development of rural collective economy.
