Study On The Development Of Village Collective Economy After The Reform Of Rural Shareholding Cooperative System In Wenzhou

In 2014,central document No.1 proposed to promote the reform of rural collective property right shareholding cooperative system,guarantee the rights of members of the collective economic organizations of farmers,and expand the rural collective economy.The reform of property rights of rural collective assets is a breakthrough to the institutional structure of urban and rural two elements in the long term uncoordinated development.It can protect the rights of farmers' collective economic organizations and develop the rural collective economy.Wenzhou as the first batch of rural reform pilot area,the property reform three three to "establish some economy strong village groups,village collective economy has developed to a certain extent.Based on the analysis of the reform process and the status quo of rural collective assets of the joint stock cooperative system in Wenzhou City,the development status of Wenzhou city rural cooperative shares system reform after the village collective economy,selected Yueqing City,Dongtou District,Cangnan County,Lucheng District,Taishun County,Wencheng County 7 counties(City,district).Using typical sampling and random sampling and the principle of combining rural collective economic organizations and their members survey factors,influence on the development of collective economy in Wenzhou city after the reform measures,the main conclusions are as follows:(1)the development of the reform of rural cooperative shares in Wenzhou experienced a spontaneous start,guided exploration,promoting and deepening the perfect four stages,the characteristics of the reform of mode: quantification of assets to operating assets;the equity is no longer set the collective shares;the "one village,one policy" to define the membership of the implementation;the static characteristics of equity management mode.Achievements and problems of Wenzhou rural cooperative shares system reform mainly embodies: the protection of farmers' collective asset shares the right to return,and promote farmers' income;the village collective economy has developed to a certain extent;"three" governance structure to strengthen democratic management;equity management and Quan Nengshi is still perfect.(2)based on analyzing the development status of Wenzhou city village collective economy,the collective economic income from the village collective economic income and sample analysis of the village collective economic development model of Wenzhou city with unique characteristics,including property development,resource development,agricultural production and service industry,the village collective economic development and reform after operations are contracting,leasing,equity management,collective management and other forms,and based on the reform area(Beijing City,Shanghai City,Suzhou city and Guangzhou city)the practice of comparison,put forward the experience.(3)two methods of statistical description and multiple linear regression are used to analyze the influence factors of the collective economic development at the village level.The use of 7 counties(city,district)104 collective economic organizations in survey data,using the multiple linear regression model,from three aspects of natural resources,social economic factors and organizational factors,indepth analysis of the influencing factors of Wenzhou city village collective economic development.The results showed:(1)natural resource factors.The number of operational assets,construction land and the number of houses are positive in the 1% level,and the number of public welfare assets is positive in the level of 5%.(2)social and economic factors.The GDP per capita is significantly higher than the 5% level.The average per capita income of farmers is at a level of 10%,indicating that the higher the level of local economic development is,the more conducive to the development of village collective economy.(3)organizational factors.Whether the statute and organizations responsible person will act in 1% and 5% level positive,perfect organization management system can ensure the development of collective economy in a certain extent,transparent and fair,whether the organization is responsible for the behavior intention to develop industry,driven by grassroots organization staff,is the key to the development of the village collective economy.(4)in the proposed countermeasures and suggestions,promote the village collective economic development mainly includes: adhere to local conditions,aiming at the development of collective economy;strengthen financial support,promote the balanced development of regional economy;strengthen the cultivation of talents,to achieve efficient operation of organization governance;innovation of mortgage guarantee power,paid out power and members right of inheritance,collective excitation participate in the market allocation of resources assets.
