China is one of the countries most affected by the land small-scale and land fragmentation.In order to overcome the drawback of land fragmentation management,China has been making great efforts.After many experiments and studies,the agricultural modernization development strategy which treats agriculture land proper scale management as its main point is gradually forming in China.Meanwhile,a reality way,market-featured management-land moderate scale management,was put forward.However,the occurrence rate of China's land circulation is very low,as same as the development of land moderate scale management.In addition,the land fragment has also hindered the circulation of land to some extent.What's more,the previous researches of land tranfer mostly focus on enlarging the area of households' land and have ignored the household's demand of land consolidation.Hence,from the perspective of micro-economic entity of agricultural production and based on the prevailing concept of land transfer to be concentrated,this paper aims to investigate household's land transfer behavioral intention and how it form.The study has great significance in both theoretical and practical aspects to promote land transfer and moderate-scale-operation.According to the Theory of Planned Behavior(TPB)and the household survey data in Guang Dong province,this paper,through questionnaire and interview,using a serious of research methods which include Psychological Behavior Checklist,Factor Analysis,Comparative Analysis,SEM Analysis and Multi-group Analysis,conducted an empirical study on the influential factors and its' action mechanism of households' land transfer behavioral intention.Combined with cases from typical areas,the study proposed some measures to promote land transfer.The main conclusions drawn in this article are as follows:(1)In order to promote moderate-scale-operation by land transferring,the problemsshould be solved are not only land small-scale but also land fragmentation.The plots may be merged if household transfer his farmland,but it also would increase the number of plot and intensify the problem of land fragmentation.Therefore,the households' land transfer behavioral intention should be investigated from two aspects,both increase the farmland area and merge the farmland plot.(2)Although the land transfer between households would improve farmland small-scale and fragile operation,the overall effect was not significant.From another point of view,the average area of parcels tenanted from village collective are generally larger,intervention of village collective about agricultural land market may increase the farmland area and reduce the phenomenon of land fragmentation.Most farmers have a wish to decline land fragmentation no matter they hope to expand or reduce agricultural land acreage from their management wishes of view.(3)The land transfer behavioral intention between different types of households exist certain differences.This study classified households to be agricultural households,intermediate households and non-agricultural households according to their income level.The survey results showed that no matter the increase farmland area behavioral intention or the merge farmland plot behavioral intention,agricultural households are higher than intermediate households,the lowest are non-agricultural households.For each type households,there is no significant difference between the above two behavioral intention in agricultural households,but the merge farmland plot behavioral intention is higher than the increase farmland area behavioral intention in intermediate households and non-agricultural households.So,in practice,we could solve the land small-scale problem,and then solve land fragmentation problem.(4)The exemplified result shows that the variables of attitude toward the behavior,subjective norm,perceived behavioral control and the past behavior,all have positive effect on households' land transfer behavioral intention.And it is worthwhile to note that the attitude toward the behavior mainly plays intermediary effect during this process.In addition,the endowment of households plays regulating effect in the path between the above variables.Therefore we could raise the attitude toward the behavior,subjective norm and perceived behavioral control about increasing the farmland area or merging thefarmland plot to improve households' land transfer behaviour intention and the incidence of land transfer behaviour.(5)In order to promote land concentration and develop moderate scale management,the government on the one hand need to realize the objective conditions of land concentration,activate farmers' motive to transfer their land and increase the supply factors of land concentration,on the other hand positive incentives policy should be implemented to promote farmers' positive attitude towards land concentration,enhance farmers' demand factors for it.In addition,the government should perfect the relevant supporting policies to reduce transaction costs,and eliminate the factors that obstacle farmers' land concentration behavior.
