Driving Mechanism And Policy Intervention Of Public Food Safety Behavior

As a major public health issue involving public health,food safety has become the consensus across the society.At this stage,there is an increasingly prominent contradiction between the public's increasing expectations for food safety and the grim potential risks of food safety.In the new era context in which food safety has risen into a national strategy,it has become a significant challenge in the field of public management to explore the perceptive logic of food safety risks,study the driving mechanism of public food safety behaviors and strengthen the public participation in food safety so as to promote the food safety environment.This dissertation follows the technical route of “raising questions-theoretical exploration-empirical verification-policy simulation”.Taking public food safety behaviors as the research object,using psychology,behavioral science and other theories,comprehensively utilizing qualitative research,game theory,multivariate statistical analysis,grounded theory,small-world networks and others,and starting from the analysis of public food safety risk cognition and food safety behavior mechanism,the dissertation has carried out research focusing on comprehensive ideas such as the driving problem of public food safety behavior and food safety policy simulation.The specific research content and conclusions consist of the following six aspects:(?)Analysis of the cognition of food safety risks.From the perspective of the social history and evolvement logics of risk perception,this dissertation has analyzed the phased evolution of food safety risks,constructed a food safety risk structure based on the angle of the whole process of“production-distribution-consumption-supervision”,and thus analyzed the public food safety risks perception and behavior mechanisms based on whole process.(?)Definition of the concept of public food safety behaviors.This dissertation defines public food safety behaviors as specific behaviors towards food safety when they are engaged in activities related to food safety,referring to the actions taken by different individuals or groups,under the influences by the social atmosphere on food safety and values and ideas on food safety,so as to improve food safety for oneself or the society.Furthermore,from the perspective of the behavior motivation,the dissertation has constructed a four-dimensional structure of food safety behaviors,namely,habit-based food safety behaviors,decision-induction food safety behaviors,relationship-promotion food safety behaviors,and citizen-governance food safety behaviors.(?)Construction of a driving mechanism model for public food safety behaviors.Based on analyzing the coupling relationship between link risks perception and food safety behaviors,the dissertation has constructed a driving mechanism model of food safety behaviors(including five types of factors such as sociodemographic factors,individual psychological characteristics factors,scenario factors,link risks perception,and behavior outcome factors),and put forward five groups of hypotheses.Based on these,the dissertation has developed a measurement scale for public food safety behaviors and its driving factors.(?)Theoretical and empirical research on the driving mechanism of public food safety behaviors.Empirical research found that the dispersion of the detection rates of inferiority values in public food safety behaviors was relatively large,and the inferiority values in the habit-base and citizen-governance food safety behaviors were respectively 37.97% and 20.6%,which are relatively high.It was further found that individual demographic characteristics factors and family characteristics factors have direct effects on public food safety behaviors;the variables of individual psychological characteristics factors mainly affect food safety behaviors indirectly through the mediating variable of food safety behavioral willingness,in which the interest-oriented relationship values,food safety knowledge,promoting focus,and rhythm preference are negative impacts.In addition,six variables,including food safety concern,preventive focus,promoting focus,quantity preference,rhythm preference and health preference,have direct effects on food safety behaviors.Scenario factors and environmental risk perception variables are used as regulatory variables on the conversion of behavioral willingness to food safety behaviors.Among them,environmental risk perception variables have significant regulatory effects on the conversion from behavior willingness to food safety behaviors;some scenario factor variables have significant regulatory effects on the conversion of behavior willingness to food safety behaviors.The two dimensions,including health satisfaction and spiritual satisfaction in the results of food safety behaviors,have significant effects on food safety behavioral willingness.(?)Simulation analysis of the intervention in public food safety behaviors.In view of the inconsistency of the regulatory effect of link risk perception and situational factors on public food safety behavior,this dissertation verifies the changing trend between link risk perception and situational factors and public food safety behavior through two different simulation experiments.By setting different parameters,Matlab and Net Logo platform were respectively used to simulate the change trends in public food safety behaviors at risk perception in different links and scenario factor variables.Simulation results show that the public's food safety behaviors have significantly improved during the comprehensive intervention and individual intervention in the link risk perception.Specifically,in the “random clustering” network and “high clustering” network,when choosing the distance-first strategy,the behavior choices in both networks increase significantly,and the short-term equilibriums of the networks are better;when excluding the choice of “bad food safety behaviors”,there will be a better network equilibrium in the aggregation-first mode.In the “low clustering” network,the network equilibrium of the clustering-first mode is significantly better than the distance-first mode;compared to the “high-clustering” network,the “low-clustering” network has a more significant behavioral increase under the intervention influence of the link risk perception.Among scenario factor variables,technical standard attributes,price attributes and policy popularity have greater impacts on habit-based food safety behavioral willingness;the organizational atmosphere and social atmosphere have greater impacts on decision-induction food safety behavioral willingness;The degree of policy implementation and information intervention has a greater impact on relationship-promotion food safety behavioral willingness;health attributes and the family atmosphere have greater effects on citizen-governance food safety behavioral willingness.(?)Research on the intervention strategy system for promoting public food safety behaviors.Based on a review of China's current laws and regulations related to food safety,this dissertation combines empirical and simulation analysis results to design the public food safety guidance policy system from three aspects,including the drive of food safety behaviors(including individual behavior characteristic guidance policies,scenario factor intervention strategies,environmental risk perception intervention strategies,and food safety behavior promotion strategies,demographic characteristics guidance strategies and results of enhanced food safety behaviors,etc.),policy implementation guarantee and policy intervention,so as to propose its suggestions for intervention strategies to improve public food safety behaviors.There are 87 figures,128 tables and 354 references in the doctoral dissertation.
