Research On China's Food Safety Policy

Food is the basic condition for human survival, reproduction, maintaining health. Food safety is directly related to pepole's health and safety, bearing on economic development, political stability, social harmony, international trade and national image. The pace of the economic globalization and trade liberalization grow quickly, the food safety issue has been appeared as a global problem, the serious food safety issues which occurred within the worldwide had shocked the whole world, Britain's mad cow disease. E.coli O157:H7 outbreaked in Japan, the Belgian's dioxin contamination, FMD outbreaked in Europe, the United States "peanut butter" incident, and so on. Large-scale food safety events had made the world's food basket filled with crumbling sense of insecurity.Because of the amount of pesticides,veterinary drugs are used heavily, misuse and abuse the additives, a variety of industries and the environmental pollutants, harmful elements, pathogens, microbial contamination, the negative effects of the new food technology application, lead to China's food security situation is not optimistic. In the recent years,there were food safety events which occurred in our country. The psychological panic from food safety are spread quickly. The safety and nutrition of food are seem to have been moving away from us, toxic, low-quality, adulteration and other words with us closer and closer. Food safety issue is not only make a serious threat to pepole's health, but also affect agriculture,food processing,tourism and other aspects of international trade directly, lower consumer's confidence in the government, affecting the country's economic development and social stability.In the modern society, policy has always played an important role. The essence of public policy is public interest which contains the determination,reflecting the expression,synthesis,maintenance,implementation and promotion. The purpose of public policy is to solve public problems. Food safety issue are the object of public policy areas. The occurrence of food safety issues are damage the public interest of the people, which connect to people's livelihood and welfare, country's development and maintain stability and achieve harmony. Western developed countries have taken positive steps to solve food safety issue establish a lot of laws which are coverage "from farm to fork ", set up a food safety regulatory agencies at all levels, build a variety of food safety regulatory system. Our government insist on "people-oriented governing for the people" to have the special activities for food safety, strengthen food safety regulation. China's food safety policy system, consists of a series of laws and regulations, departmental rules and regulations, regulatory documents,covers the country sector industry and local."there are laws to go by, the sound the alarm bell" is the law's request. Enforce the law not strictly, any perfect design of the system just a pretty on paper. We must pay more attention to the short of spirit of law for failure to abide and enforce law strictly. Smoothly food safety regulatory system is necessary to protect the implementation of the policy. Pepole's awareness of food safety and consumer's awareness of self-protection are also impact on the development of China's food safety directly.In this paper, literature research method,interdisciplinary research method and comparison method are used for working, analyze the current situation-identify problems-solve the problem is the logical thinking of the paper. The paper have forty thousand words, consists of three parts. First part is introduction, which reviews related researching literature both home and abroad and poins out aim and significance of the resarch.This paper also introduces the backgroud of the research,research methods, approaches of the paper. Four small parts of the body are made the following studies:an overview of basic theories related to food safety, China's food safety issue and the effect, the analysis of China's food safety policy, developed countries'food safety policies and its reference, improve the path of China's food safety policy. The conclusion of the paper shows that through improving system of food safety policy continuously, strengthen policy implementation, we will achieve victory in food safety management.This paper is just to undertake the research ideas as above-mentioned, focusing on the assess of operation of food safety policy. Party and government pay more attenion to the establishment of food safety policy, confirm the achievements of policy impementation, identify and analyze the problems of the food policy system and the policy implementation. According to existing problems, the paper propose such arguments as:enhance the food safety policy system, improve the regulatory system, strengthen policy implementation, universal food safety policy to raise pepole's awareness of food safety.
