| With the entering of new normal, rural tourism has become an essential practice in China’s economic development. On the one hand, this is an inevitable requirement for adapting to China’s leaping the middle-income trap, improving economic efficiency, and promoting the transformation of the economy from high-speed growth to high-quality development. On the other hand, travel is an expression of people’s longing for a better life.Tourism is a sunrise industry that develops with the changes of the times and social transformation. It is a strategic measure to implement supply-side reforms such as starting consumption, strengthening investment, and stabilizing exports.Whatsmore,as a critical component of the tourism industry and the value extension of modern agriculture, the rural tourism industry has attracted more and more social capital and has become a hot spot for a new round of market investment. However, the inefficiency of economic has made the rural tourism industry extensively but lack growth, which has led to problems such as the overexploition of resource, the deterioration of the ecological environment, and the frequence sharp contradictions of stakeholders.Especially in the context of revitalizing the countryside and building a new countryside,as an essential way for rural industries to thrive, the development of rural tourism has attracted more and more attention;Promoting the efficient, sustainable, ecological and coordinated development of the rural tourism industry has become the unified consensus of the whole society and governments at all levels, studying the laws of high-quality development of rural tourism, exploring and empirical the internal mechanism of high-quality development of rural tourism, has important theories value and practical significance. The key to the high-quality development of rural tourism lies in the characteristics of resources and effective investment, which is determined by the particularity of rural tourism supply and demand creation;however, the theoretical research of the relevant literature mainly focuses on the spatial distribution, development stage, and existence of rural tourism resources Research and analysis of problems. In view of this lack of research on the supply behavior and its internal mechanism of rural tourism, this paper uses a semi-structured field experiment method,by building a high-quality evaluation system for rural tourism development, combined with micro game equilibrium and its expansion analysis,we reveal The development of rural tourism must follow the input-output laws of supply-side reform, and it is concluded that resource characteristics and investment intensity(effective investment)are the two core elements that determine the development of rural tourism.In-depth analysis of the deep-seated theoretical issues of the growth of rural tourism and its micro-supply mechanism.Following this logical approach, this paper deeply empirically tested the total factor productivity of rural tourism and verified the key to the high-quality development of rural tourism. It is to seize the differentiated strategy of resource characteristics and effective investment, and play a positive and significant role in the four factors of economic development, informatization, special resources and government guarantees. Finally, based on the niche theory of world natural heritage sites, this paper gives a case study of a special path for the development and protection of tourism, trying to draw a panoramic theoretical description of the high-quality development of rural tourism. The study found that:(1)Rural tourism and traditional industries have different supply and demand balances.Tourism has a unique cultural connotation.Just as excellent works can create their audience,high-quality rural tourism supply can also create their demand.(2)Based on the unique attributes of rural tourism, the mechanism of high-quality development of rural tourism needs to build an analytical framework from three levels: micro-subject cooperation and coordination,meso-industry efficiency coordination, and macro government regulation.(3)The rural tourism industry is in a critical period of overall quality improvement and transformation. The industrial development is faced with three major pressures of reshaping social norms, transforming the value structure, and improving the efficiency of resource allocation, not only due to the impact of traditional social norms, just like rural life Ways, communication patterns, and even customs and habits that do not want to be disturbed;it also lies in the transformation of people’s consciousness and value structure;and it is more in the efficiency of resource allocation, which restricts the high-quality development of rural tourism.(4)The rural tourism industry also restricts the development of the rural tourism industry due to various conflicts of interest such as industrial agglomeration, industrial integration, fair distribution, value expression, resource acquisition, and residents’ lifestyle changes.(5)The conclusion of the high-quality development of rural tourism in 31provincial-level administrative regions of the country shows that only the quality value of rural tourism in Zhejiang exceeds the “pass line,” and the quality of rural tourism in 23 provinces is measured. The value has not reached 50%.(6)With the dynamic game solution of the three types of solutions of the stakeholder game relationship, especially the multi-party bargaining game, four factors including market conditions, market expectation constraints, investment efficiency and government industrial policies are obtained. The micro-mechanismand the significant role of high-quality development.(7)Whether it is static efficiency or dynamic efficiency,it shows that the correlation between the development of rural tourism between provincial administrative regions is not high, but the overall efficiency shows a spatial agglomeration effect.(8)Economic development level, informatization level, characteristic resources, and government macro-control have a significant positive impact on the overall efficiency of the rural tourism industry, and urbanization level has a significant negative impact on the rural tourism industry.(9)Most of the successful tourism development and protection projects in practice must be essentially interdisciplinary practical explorations, and it is definitely not within reach of certain management theory. The development of rural landscape tourism is like A common mirror case of rural tourism, and the relationship between the landscape and the rural tourism destination is handled properly, and the synergy of the micro-subjects will help improve the efficiency of the rural tourism industry and the overall evaluation, and then realize rural tourism—high-quality development of the industry. The research conclusions of this paper are rich in policy implications, and provide theoretical and empirical evidence for relevant government departments in China to formulate high-quality policies for rural tourism.First, adhere to the mainline of differentiation strategy to promote the high-quality development of rural tourism.Explore the advantages of resources and seek differentiated themes;focus on theme upgrades to achieve differentiated value innovation;strengthen co-creation and symbiosis and create a rural tourism atmosphere.Secondly,to realize the high-quality development of rural tourism with the modern market system as the guide.Advocate the government to simplify administration and decentralization;establish an organizational structure;build a cooperation platform;establish a benefit coordination mechanism.Third,to promote the high-quality development of rural tourism with the guarantee of perfecting system innovation and system innovation.Such as accelerating the construction of resource "rights" protection system, formulating effective rural tourism development layout planning, supervising and protecting rural tourism resources and ecological environment. Finally,to improve the total factor productivity as the mainline to accelerate the high-quality development of rural tourism.By increasing the input of intangible elements, increasing the introduction of social capital;improving infrastructure construction and public service systems;and increasing government tax incentives. |
