With global innovation and entrepreneurship entering a highly intensive and active period,the global circulation of innovation resources such as knowledge,technology,and human resources has reached an unprecedented level in terms of speed,scope,and scale.The world is entering an era of open innovation characterized by global flows of innovation factors.At this time,the Party Central Committee and the State Council of China proposed to plan innovation from a global perspective,promote the accumulation and efficient flow of innovative resources,explore and integrate it deeper into the global innovation networks,and improve international level of scientific and technological innovation in all-round way.Under the background of a new round of objective trends of accelerated flow of global innovation elements and the subjective vision of China's implementation of the internationalization strategy for scientific and technological innovation,this dissertation pays attention to the issue of internationalization of the flow and allocation of innovative resources,based on global innovation networks,the internationalization of national innovation systems,and scientometrics.From the perspective of scientific and technological innovation activities,the two basic and important major innovation resources,namely,knowledge and technology were selected to conduct empirical research.Using Social Network Analysis,Markov Chain,Minimum Spanning Tree Algorithm,and Econometric Analysis etc.,this dissertation answered the following questions: How to measure the international knowledge and technology flow quantitatively? What is the spatial pattern and how is it formed? In the process,what are the differences in the performance characteristics of different countries and regions,and what is China's internationalization model? And whether the international knowledge and technology flow is influenced by countries and regions' correlation in terms of geographical location,subject areas,technical field,and social network,and what is the degree of impact? The research conclusions are expected to provide the basis for countries and regions to formulate policies for the internationalization of innovative resource allocation.The details are as follows:(1)Research on the measurement of international knowledge flow based on bibliometrics.Firstly,from the perspective of the citation network,the connotation of the knowledge flow and the core elements of the knowledge flow process are explained;and then the flow of knowledge carried by the international citation is proposed as the quantitative characterization object of the global knowledge flow in the process of internationalization of the national innovation system.Subsequently,with the economy as the research unit,the international knowledge flow was measured from both spatial and temporal dimensions.Its network characteristics at the three levels of individual,two-party relationship,and tripartite relationship groups,as well as regional inbalance evolution and convergence characteristics were discussed in depth,while comparing major countries' knowledge flow performance and changes.Finally,it summarizes the internationalization pattern of China's participation in international knowledge flows.(2)Research on influencing factors of international knowledge flow based on Citation Relations.Taking into account the multi-layer data structure characteristics of repeated observations of citation data,empirical analysis of the influence factors and internal mechanisms of international knowledge flows from two perspectives of individuals and pairs.Selecting negative binomial regression model to fit the data,the dissertation analyzes the relationship between the R&D investment,the knowledge acquisition based on the international dissertation cooperation and the knowledge innovation capability of the economy,then examines the effects of knowledge gaps,knowledge similarities,scientists' flows,scientific research collaboration strengths,relation's network positions on knowledge flows between economies,as well as the path and intensity of each factor.(3)Research on measurement of international technology flow based on patentometics.First,from the perspective of international patent application,the connotation of technology flows and the core elements of the technology flow process are explained;and then the flow of international patent-bearing technology is proposed as the quantitative characterization object of the global technology flow in the process of internationalization of national innovation systems.Subsequently,the dissertation reveals the evolutionary pattern and structural characteristics of international technology flow,major countries' technology flow performance and changes,and their priority technical areas from multiple perspectives.Finally,it summarizes the internationalization pattern of China's participation in international technology flows.(4)Research on influencing factors of international technology flow based on multidimensional proximities.From the perspective of network analysis,the dissertation constructs the theoretical explanation framework of international technology flow by introducing the concept of proximity.During the period,according to the actual needs of the research issues and the connotation characteristics of different proximity,five proximity factors are selected,that is geography proximity,technological proximity,relational proximity,network proximity,and institutional proximity.The dissertation focused on the study of the above-mentioned proximity factors affecting the number of international patent applications,and then examines and analyzes the former's impact on the latter and the mechanism.Based on the above studies,this dissertation discovers the network characteristics and evolution characteristics of international knowledge flows,regional difference characteristics and spatial correlation characteristics of international technology flows,the key factors that influence economies' knowledge flow performance,knowledge flow between economies,and the number of international patent application,as well as temporal-spatial characteristics of China's participation in international knowledge and technology flows.Afterwards,based on the research conclusions,this dissertation further summarizes the advantages and disadvantages of the internationalization development of China's scientific and technological innovation,and proposes countermeasures and suggestions to improve the internationalization level of China's scientific and technological innovation.
