The Yangtze river delta region is the leader of China's economic development.The optimization and upgrading of the industrial structure of the manufacturing industry is the decisive factor for the quality and speed of the Yangtze river delta economy in the future.Constrained by factor endowments,energy and environmental pollution emissions had always been unavoidable to manufacturing industry.for the first time,the government had brought energy conservation and consumption reduction into the macro-control strategy in 2006,and set the targets of energy conservation and consumption reduction in the “eleventh five-year”,“twelfth five-year” and “thirteenth five-year”strategies respectively.In addition,in recent years,the prices of human resources,raw materials and fixed assets had been rising,the pressure on regional environment had been increased,and environmental regulations had been more strictly.The development of manufacturing industry in the Yangtze river delta was facing great challenges.The article studied the industrial structure and total productive factor of Yangtze River Delta,then studied the impact of energy and environment on it,finally put forward some suggestions.The study included the following part: at first,the article studied the industrial structure of Yangtze River Delta by shift-share analysis and the factors of optimization and rationalization of industry,and found there are similar industrial structures in the area.The major industry which take a great proportion in the basic period increasing more slowly in the “twelfth five-year” than in the “eleventh five-year”,and competitiveness of the pillar industries in the major city was decreasing.The top 3 cities of industry optimization is Taizhou,Hangzhou and Shaoxing city,and top 3 of industry rationalization factor is Shanghai,Nanjing and Suzhou;Secondly,we studied the energy and environment of Yangtze River Delta,we decomposed the energy by input-output method into technique effect,structure effect and final use,and the structure effect can be decomposed Supply structure,demand structure and foreign trade structure,the result showed,the top ranking industry of energy consumption also take higher proportion in initial input which belonged to structure effect,when we make a further decomposition of final use,we found that imports of metal smelting and calendaring industry in Jiangsu and Zhejiang was far higher than exports.We studied the coupling and cooperation between industrial structure and pollution discharge,energy efficiency.We found on the energy efficiency the highest rate after 2014 was in Jiangsu,when it come to pollution discharge,the highest belonged to Zhejiang after 2012.The third,we studied the relationship between industrial structure and productivity on the aspect of enterprises and industries.On the aspect of industries,we decomposed the productivity into structure effect and technical effect,and found that the allocation effect of capital factor on pillar industry was lower,the top 3 of labor factor effect belonged technique intensive industry.On the aspect of enterprises,we take ACF method to calculate productivity,and take the productivity as basic data to get the factor distortion factor,the result showed,there is distortion in Yangtze River Delta.The fourth,we took panel data and threshold effect method to study the relationship between productivity and energy consumption,environmental pollution index,and found in capital and technical intensive industry the coefficient of energy consumption was positive,and of pollution discharge is negative,while the energy consumption coefficient of labor-intensive industry was unstable.The results of the threshold effects showed that in the intensive industry categories,within the threshold of capital and export,the energy consumption impact of capital and export was positive,the environmental pollution index was negative,and was higher than beyond the threshold,and in terms of foreign ownership,the two types of industry energy consumption and environmental factors were statistically significant beyond the threshold.In labor-intensive industries,the environmental impact was positive within a certain threshold.After regional grouping,under the threshold of industry export,Shanghai and Zhejiang showed positive energy consumption and negative environmental pollution index effect,and the effect was the greatest within threshold.Between two foreign investment ratio thresholds,the energy consumption effect Shanghai was positive,the environmental pollution index was negative and both were the highest in the different range and it is statistic significant of Jiangsu only when the capital of Jiangsu is beyond the second threshold.Both effects were positive of Zhejiang within the foreign investment ratio threshold.Under the threshold of capital,within the threshold Jiangsu had the largest impact when the energy consumption was positive and the environmental pollution index was negative.When the capital of Zhejiang manufacture industry was between the first and second thresholds,only the significant coefficient of energy consumption influence was positive.At last,this paper puts forward some policy suggestions under the comprehensive consideration of energy consumption saving and environment pollution reducing,optimizing industry structure on the base of accelerating productivity.
