| China has carried out many large-scale poverty alleviation developments since the reform and opening policy.The poverty alleviation work of China has achieved remarkable results.However,the poverty level of concentrated contiguous destitute area(hereinafter referred to as' contiguous destitute area'')is deeper,the causes for poverty are complex and the poverty alleviation is more difficult.Concentrated Contiguous Destitute Area of Yanshan-Taihangshan(hereinafter referred to as ''Yantai Area'')is an area with a contiguous destitute area,an old revolutionary area,an ethnic minority area and a ''Poverty Belt around Beijing and Tianjin'',its poverty features and the causes for poverty are more complex.So it is of practical importance to study the financial poverty alleviation in this area.All impoverished counties in Hebei Province have ''taken off their hats' ' in March 2020.The targeted poverty alleviation in Yantai Area of Hebei Province has been completed.In the Post-Poverty Era,the problem of relative poverty and poverty-returning will be highlighted.To consolidate the results of poverty alleviation,the follow-up support policies are also needed to achieve the goal of ''keeping the content of policy,the intensity of policy and the number of personnel unchanged''.Finance is the most important means in the process of poverty alleviation.The use of financial poverty alleviation funds and the implementation of financial poverty alleviation policy are of great importance to the effect of financial poverty alleviation.Therefore,it is necessary to evaluate the performance of the financial poverty alleviation expenditure in Yantai Area of Hebei Province and propose corresponding efficiency optimization strategies based on the evaluation results.Based on the research background and significance,this thesis sorts out the research in related fields at home and abroad,and discusses the basic characteristics and particularities of poverty in Yantai Area of Hebei Province,the process of poverty alleviation,and the evolution of the evaluation policies of financial poverty alleviation expenditure.Then this thesis takes the financial poverty alleviation expenditure in Yantai Area of Hebei Province as the research object,quantitatively analyzes the three aspects of the efficiency influencing factors,the efficiency test and the efficiency measurement of the poverty alleviation in Yantai Area of Hebei Province,and puts forward the optimization countermeasures of the expenditure efficiency of the financial poverty alleviation in Yantai Area of Hebei Province according to the research results.The core content and research results are as follows.(i)This thesis uses Hierarchical Linear Model to quantitatively analyze the multi-level influencing factors of the efficiency of financial poverty alleviation expenditure in Yantai Area of Hebei Province.This thesis investigates the basic conditions of 1,250 households in 22 impoverished counties in Yantai Area of Hebei Province as microscopic human capital variables,and uses statistical data as macro variables,and deeply analyzes the impact of micro factors and macro factors of the efficiency of financial poverty alleviation expenditure in Yantai Area of Hebei Province.The results show that at the micro level,human capital factors have a significant positive effect on the efficiency of financial poverty alleviation expenditure in Yantai Area of Hebei Province;at the macro level,the level of economic development,resident saving capacity,the level of urbanization,population density and the degree of financial decentralization have a significant positive effect on the efficiency of financial poverty alleviation in Yantai Area of Hebei Province,industrial structure has a significant negative effect on the efficiency of financial poverty alleviation expenditure in Yantai Area of Hebei Province,and the negative effect of the level of fixed asset investment on the efficiency of financial poverty alleviation expenditure in Yantai Area of Hebei Province is not significant.Meanwhile,affected by different macro-factors such as the level of economic development,industrial structure,the level of urbanization,etc.,different human capital factors have different characteristics in the county's impact on the efficiency of financial poverty alleviation expenditure in Yantai Area of Hebei Province.(ii)Considering the similarities of human capital factors among poor counties in the area,this thesis uses Propensity Score Matching to test the efficiency of financial poverty alleviation expenditure in Yantai Area of Hebei Province according to the degree and direction of the impact of macro factors on the efficiency of financial poverty alleviation expenditure in Yantai Area of Hebei Province.The results show that statically,the financial poverty alleviation expenditure in Yantai Area of Hebei Province has passed the nearest neighbor matching,the nuclear matching,the k-nearest neighbor matching and the caliper matching,which shows that the financial poverty alleviation expenditure in contiguous destitute area can significantly improve the efficiency of financial poverty alleviation expenditure in Yantai Area of Hebei Province,the financial poverty alleviation expenditure in Yantai Area of Hebei Province is effective;dynamically,with the increase in financial poverty alleviation expenditure in contiguous destitute areas,the average treatment effect of financial poverty alleviation expenditure in Yantai Area of Hebei Province keeps improving,which shows that the improvement of the efficiency of financial poverty alleviation expenditure in Yantai Area of Hebei Province shows a sustainable trend,the financial poverty alleviation expenditure in Yantai Area of Hebei Province has long-term effect.(iii)On the basis of testing the efficiency of financial poverty alleviation expenditure in Yantai Area of Hebei Province,this thesis constructs an evaluation index system for the efficiency of financial poverty alleviation expenditure in Yantai Area of Hebei Province,reduces the dimensionality of the output indicators by Factor Analysis,and measures the efficiency of financial poverty alleviation expenditure in Yantai Area of Hebei Province by three-stage SBM-DEA Model.The results show that the overall efficiency of county-level financial poverty alleviation expenditure in Yantai Area of Hebei Province needs to be improved,and the technical efficiency among counties is quite different;before and after the adjustment of environmental factors,there are obvious differences in the efficiency of financial poverty alleviation expenditure among counties,especially after the introduction of the "Regional Development and Poverty Alleviation Plan for Yanshan-Taihangshan Area(2011-2020)" and the targeted poverty alleviation;environmental variables such as industrial structure,financial decentralization and the level of urbanization have greater dynamic impact on the efficiency;in the efficiency decomposition,the low scale efficiency is the main reason for the low technical efficiency of financial poverty alleviation expenditure in Yantai Area of Hebei Province.The innovations are as follows:(i)This thesis proposes a dynamic average treatment effect to test the efficiency of financial poverty alleviation expenditure in Yantai Area of Hebei Province.Through the dynamic analysis of changes in the overall efficiency of financial poverty alleviation expenditures in Yantai Area of Hebei Province,this thesis determines its long-term effectiveness,which lays the foundation for the structural analysis of the efficiency of financial poverty alleviation expenditure in Yantai Area of Hebei Province,effectively improves the integrity of the efficiency evaluation link and provides a good reference for the evaluation of the efficiency of financial poverty alleviation expenditure in other contiguous poverty-stricken areas.(ii)This thesis constructs an evaluation system for the efficiency of financial poverty alleviation expenditure in Yantai Area of Hebei Province which includes modern index.Aiming at the poverty characteristics of Yantai Area of Hebei Province,this thesis designs an evaluation index system for the efficiency of financial poverty alleviation expenditure in Yantai Area of Hebei Province from the aspects of people's livelihood,infrastructure and industry and proposes industrial modernization output indicator based on the special location conditions of the Yantai Area of Hebei Province,which strengthens the pertinence of the indicator system design and improves the analysis framework of the evaluation system of the financial poverty alleviation expenditure efficiency.(iii)This thesis uses Factor Analysis to process the evaluation indicators of financial poverty alleviation expenditure in Yantai Area of Hebei Province.This thesis reduces the multi-output indicators into six indicators: medical and health poverty alleviation output,education poverty alleviation output,infrastructure coverage,transportation and communication poverty alleviation output,poverty reduction and employment output,and industrial modernization output,which lays the foundation for the county-level measurement of the efficiency of financial poverty alleviation expenditure in Yantai Area of Hebei Province,and strengthens the scientific nature of the index setting and the objectivity of the evaluation results. |
