Study On The Problem Of Financial Poverty Alleviation In Hebei Province

The poverty-stricken counties of Hebei Province are involved in the contiguous and contiguous areas of Yanshan-Taihangshan and Heilonggang,and include 10 deep-seated counties in the upper and deep mountains of Zhangchengba.The poverty incidence is high,the degree is deep,the funding gap is large,and the cost of getting out of poverty is high."China's Rural Poverty Alleviation and Development Program(2011-2020)" identifies financial services as an important guarantee for poverty alleviation and development in the new era.Hebei Province's many policy documents emphasize that precision poverty alleviation requires the joint efforts of finance and finance.Therefore,financial support for accurate poverty alleviation and accurate poverty alleviation is indispensable.It plays an important role in guiding and supporting the government and other relevant departments,changing the use of fiscal poverty alleviation funds,inciting financial resources to tilt in impoverished areas,and improving the backwardness of poor areas.Based on the principles of anti-poverty theory,rural finance theory,inclusive finance theory,and sustainable development theory,this paper sorts out the financial poverty alleviation situation from the five perspectives of policy support,capital investment,financial services,financial poverty alleviation methods and effectiveness.Look at Hebei Province's financial support for poverty reduction policies,financial and credit funds to a large scale,financial institutions to support the poor areas of high service levels,financial diversification methods.The three-phase DEA model was used to analyze the poverty alleviation efficiency of 27 impoverished counties in Hebei Province.Two input indicators,two output indicators,and two environmental indicators were used to analyze the input-output efficiency,and the overall financial poverty alleviation efficiency of poor counties was obtained.Still at a low level.In addition,there are still other problems and deficiencies in the process of financial poverty alleviation.At this stage,the task of financial poverty alleviation is heavy.There is no effective combination of financial and financial policies.The participation enthusiasm of financial institutions is insufficient,and the way of financial poverty alleviation lacks innovation.At the same time,there arecertain Credit risk,risk compensation mechanism needs to be improved.Based on the above issues,in order to propose reasonable proposals,we selected five typical financial poverty alleviation modes in Weixian County,Fuping County,Longhua County,Sichuan Province,Pingchang County,Sichuan Province,and Xunyang District,Hubei Province,and analyzed the operating mechanisms and institutions,governments,poverty-stricken entities and risk sharing,the following countermeasures and suggestions for the development of financial poverty alleviation in Hebei Province are proposed:promoting coordination and communication between the financial and financial sectors,innovating ways of financial poverty alleviation,and mobilizing financial institutions for poverty analyze the poverty alleviation efficiency of 27 impoverished counties in Hebei Province,the overall efficiency level of impoverished counties still has room for improvement.The financial supply should be adjusted according to different levels of financial poverty alleviation efficiency,the allocation of financial resources should be optimized,and the efficiency of financial poverty alleviation should be reduced.loss.Third,analyze typical financial poverty alleviation models in five regions in and outside Hebei Province,and conclude that development of financial poverty alleviation should achieve multi-participant participation,poverty-relief projects should achieve market-based operations,risk compensation mechanisms play a prominent role,and financial poverty alleviation should be long-term sustainable.The innovations in this paper are as follows: First,using the three-phase DEA model,27 poverty-stricken counties are used as decision-making units to analyze the poverty alleviation efficiency of different poverty counties,and put forward suggestions for efficiency improvement;secondly,through analysis of Weixian County,Fuping County,and Hebei Province;The five-county model of financial poverty alleviation in Pingchang County of Sichuan Province and the Xunyang District of Hubei Province analyzed the operating mechanisms and summed up some inspirations for the development of financial aid in Hebei Province.
