| Poverty is related to the harmony and stability of the entire society.It is a common concern of all countries in the world.The topic of poverty has also been a hot topic debated by various scholars.Since the 18th session of national congress of the communist party of China,the Central Committee of the Chinese Communist Party with Comrade Xi Jinping as the core has placed poverty alleviation on a prominent position for governing the country.China is now in a extra period of building a well-off society comprehensively.Targeted poverty alleviation is the core content of a well-off society.The 19th session of national congress of the communist party of China and the 2018 Government Work Report also highlighted the need to increase targeted poverty alleviation efforts.Winning the fight against poverty is a premise and guarantee for building a well-off society comprehensively and realizing the "Chinese Dream" of the great rejuvenation of the Chinese nation.Eliminating poverty can truly create a peaceful land and create a beautiful home for the people.Chinese poverty alleviation work began in the mid-1980s.After more than 30 years of hard work,hundreds of millions of Chinese people have shed their hats of poverty and have made remarkable achievements in poverty reduction.China also made the most outstanding contribution to poverty reduction of the world.In the past five years,the number of poor people in China has decreased by 68 million,and the incidence of poverty has dropped from 10.2%to 3.1%.The average annual growth rate of residents' income exceeded the average growth rate of economic development and reached 7.4%.Since the 18th session of national congress of the communist party of China,the number of people out of poverty has reached more than 13 million each year.However,due to Chinese vast territory and large population,for a long time,the base of poor residents is unclear,the situation is vague,and poverty alleviation funds and projects are not well-targeted.There are many blind spots in poverty alleviation work.The existing poverty alleviation system,especially the use of poverty alleviation funds,still has many deficiencies.It is necessary to solve the problems of who use the poverty alleviation funds,how they are used,and how well they are used.In order to ensure that the poverty-stricken rural population will achieve poverty alleviation through the current standards in China by 2020,and that all impoverished counties will be decapitated and the "accuracy" of poverty alleviation work is well grasped,it is necessary to study the efficiency of the use of financial poverty alleviation funds.Based on the above background,this article selects Enshi Tujia and Miao Autonomous Prefecture as the research object,because Enshi is located in the contiguous area of Wuling Mountain,which integrates poverty-stricken mountainous area,ethnic minority area,old revolutionary base area,and western region.It is a deep poverty area in Hubei Province.It is also a typical model of the poor areas in the country.In this paper,the relevant theories and concepts of poverty and efficiency are first reviewed,then it analyzes the development of poverty alleviation work in Enshi and the state of poverty alleviation by financial funds,in order to understand the key and difficult aspects of the poverty alleviation work in the Enshi region.Subsequently,a DEA model was established to measure the poverty alleviation efficiency of financial funds in all counties and cities in Enshi from 2005 to 2016.Then,the Tobit regression model was established based on the DEA estimation results for the explained variables,and the factors influencing the poverty alleviation efficiency in Enshi Prefecture were studied.Finally,according to the results of the regression,we put forward policy recommendations for the poverty alleviation work in Enshi Prefecture,such as increasing investment in financial poverty alleviation funds,adjusting the input structure of financial funds,and improving the management system of financial aid funds. |
