of the dilemmas and rebuilding the competitive advantage of Europe.In the specific regional economic activities,the key issue in implementing Smart Specialisation strategy is how to select the advantageous domains,on which achieve the goal of specialisation in innovation-driven way.Based on the deep thinking of the issue,the concept of Smart Specialisation growth cloud is put forward,and a
