A series of problems brought by traditional urbanization are becoming increasingly prominent.Compared with traditional urbanization,new-type urbanization is more in line with China's national conditions,highlighting the sustainable development goals,and in-situ urbanization is its main channel,which effectively compensates for the shortcomings of previous urbanization.The rural population does not migrate to large and medium-sized cities,but realizes the transformation of production and life style from traditional to modern in the original residence,which avoids the "rural disease" and "urban disease" and other problems in the traditional urbanization process.At present,empirical studies on in-situ urbanization are still lacking.This paper focuses on the relationship between in-situ urbanization and the income gap between urban and rural residents,the internal driving factors of in-place urbanization,and the external policy influencing factors of in-place urbanization.The main research contents are as follows:First,according to the connotation of in-situ urbanization: the secondary industry dominated,the tertiary industry dominated and the secondary and tertiary industries alternately dominated.On this basis,by constructing a threshold model to study the level of in-situ urbanization that affects the content and extent of the urban-rural income gap in each region.Second,based on information from 87 prefecture-level city(autonomous prefectures)in central China from 2009 to 2018,this research adopted dynamic panel model to explore the influence mechanism of the three industries on in-situ urbanization through systematic generalized moment estimation(SGMM)and least squares estimation(OLS).Third,the policy effect of the National New Urbanization Plan(2014-2020)on the development of in-situ urbanization is tested through the establishment of national pilot areas for new urbanization.The PSM-DID model to evaluate the policy on the role of the in-situ urbanization process,and the central city is divided into the regions located in urban agglomeration and outside the urban agglomeration for verification.We obtain the results including three points as following:First,in the regions where the economic structure is dominated by the secondary industry,the level of in-situ urbanization has a significant double-threshold effect in influencing the urban-rural income gap,showing a trend of "U" change;In the regions where the economic structure is dominated by the tertiary industry,the former has no threshold effect in affecting the latter.However,increasing the level of in-situ urbanization can significantly reduce the income gap between urban and rural areas;for areas with alternate dominant secondary and tertiary industries,the former creates a single threshold in affecting the latter.The improvement of the level of each stage when realizing in-situ urbanization significantly reduces the income gap between urban and rural areas,and the promoting effect in the second stage is significantly stronger than that in the first stage.Second,the development of agriculture alone cannot directly promote the local urbanization.In essence,when agriculture promotes in-situ urbanization,it is necessary to separate the links of non-agricultural industries from agriculture,and to promote rural labor force based on local circulation,thereby increasing the non-agricultural employment rate.The secondary industry plays an important and direct role in promoting the development of in-situ urbanization,laying the foundation for the joint promotion of in-situ urbanization by industry and agriculture.The tertiary industry's impact on in-situ urbanization is reflected in rural tourism and service industries.Taking the comprehensive development of agriculture as an opportunity,service industry and tourism,rural residents in the local area realize non-agricultural employment and civic life.Third,for the whole central region,the establishment of national new-type urbanization pilot areas has not played a significant role in promoting the process of in-situ urbanization.After the regional division of the central region,we also found that the effect of the new-type urbanization policy for cities located outside the urban agglomeration was not obvious.The urban agglomerations in the central region have abundant resources,while occupying significant advantages in industrial and human resources,and policies will achieve significant results.The experiment of constructing new urbanization will lay the foundation for promoting in-situ urbanization.
