Since the reform and opening up 40 years ago,China's extensive industrial growth has made tremendous contributions to economic development,but its conflicts with resources and environment have become increasingly acute.Since the industrial eco-economic system(IEES)is a complex system that pursues high-level collaborative creation of economic value and ecological value,the improvement of its operating performance reflects the economic and environmental win-win of IEES.Green innovation,as a brand new form of innovation in the perspective of ecological civilization,is the key to breaking through the current resource and environmental constraints,and is also an important driving force to promote the improvement of the performance of IEES.To study the driving effects and growth sources of green innovation in China's IEES and exploring the internal mechanism of green innovation driving performance improvement of IEES have important theoretical and practical significance for implementing innovation-driven development strategies and promoting the sustainable operation of industry in China.For this reason,the following problems are tried to be solved: how to construct a scientific and reasonable evaluation model based on the operational goals of IEES to accurately evaluate and analyze the performance of China's IEES? From a system macro perspective,what are the driving effects and growth mechanism of green innovation in China's IEES? Going deep into the system,what are the differences in the characteristics of different types of green innovation,how to construct an analysis framework and measurement model for green innovation in IEES,and systematically measure the level and efficiency of green innovation in China's IEES? Under different dimensions,what are the internal mechanisms and conditions of the green innovation level and efficiency in IEES to improve the operational performance of IEES? Focusing on the above issues,based on the review of related literature,the following research is carried out.First of all,in order to accurately evaluate and fully grasp the current performance of China's industrial eco-economic system,the operational characteristics of IEES and the inherent relationship of the collaborative creation of economic value and ecological value are analyzed.Synergetic theory,capacity coupling and input-output theory are applied to the construction of the performance evaluation model of IEES.Then the economic performance,environmental performance and synergy performance of IEES in China are measured and analyzed.The results show that:(i)during the period of investigation the average value of synergy performance of China's IEES was 0.456,and the economic performance and environmental performance were on the verge of imbalance,the environmental efficiency was obviously low especially.The synergy performance,economic performance and environmental performance of IEES in the eastern region were significantly higher than those in the central and western regions.(ii)The synergy performance of China's IEES has shown a slight increasing trend,the coupling of economic performance and environmental performance has steadily increased,and the overall development level has gradually improved.After 2016,it entered a state of weak coordination,but the value of synergy performance was still low.(iii)In terms of economic performance of IEES,the scale efficiency of the industrial system was close to the optimal level,and pure technical efficiency has room for improvement.In terms of environmental performance of IEES,the scale efficiency of the industrial system decreased slightly,and the value of pure technical efficiency increased significantly.Secondly,from a macro perspective,green innovation is an important driving force for the operation of IEES.It is necessary to reveal the driving effects and growth mechanism of green innovation in China's IEES from the overall macro level of the system.According to the operational goals of green innovation-driven industrial ecosystems,Non-radially Weighted Russell Directional Distance Functions and Global Luenberger productivity indicators are constructed to study the driving effects,growth sources,and key factor mechanisms of green innovation in China's IEES.The results show that:(i)from 2008 to 2017,the growth of the green innovation driving effect of China's IEES mainly relied on the progress of green technology,followed by the scale effect,while changes in pure technological efficiency had e a certain hindrance.During the inspection period,the three showed an increasing and decreasing staggered change trend,with varying magnitudes.The driving effect of green innovation in the industrial ecosystem of most provinces was increasing.(ii)Green patents,government technology support,and economic development level have a significant positive impact on the improvement of the driving role of green innovation,while R&D personnel input intensity and environmental regulations have a negative impact on it,and other factors do not significantly.Then,in order to open the internal functioning mechanism of green innovation promoting the operating performance improvement of IEES,it is necessary to go deeper into the enterprise level of the system and analyze the connotation,types and function characteristics of green innovation.Combining the connotation and characteristics of green innovation,a two-dimensional analysis framework of "object-process" for green innovation in industrial eco-economic systems is constructed.Regarding the different dimensions of green product and green process innovation objects,as well as the heterogeneity of the innovation process of green technology R&D and the transformation of green achievements,the level and efficiency of green innovation in IEES of China's provinces is systematically analyzed.The results show that:(i)during the period of investigation,the green product innovation levels in IEES of China's provinces were obviously different,and that in the eastern,central and western regions decreased sequentially.The intensity of green process innovation of IEES in the three major regions was similar,while the scale of green process innovation in the eastern region was significantly higher than that in the central and western regions.(ii)The efficiency of green innovation in both stages of China's IEES has a large room for improvement,especially the low efficiency of green technology R&D,and the loss gaps of green technology R&D efficiency in central and western provinces were as high as 80.0%.The provincial IEES with low green R&D and low achievement transformation accounted for 43.3%,mainly from the central and western regions such as Shanxi,Gansu,and Ningxia.90% of provincial IEES had a greater loss of efficiency at a certain stage of green technology R&D or achievement transformation.After that,on the one hand,based on the difference of innovation objects,the mechanism of different types of green innovation's impact on the performance of IEES,and the regulatory effects of regional institutional factors on it are analyzed and multiple panel models are constructed for empirical testing.The research shows that:(i)Green product innovation plays a significant positive role in improving the synergy performance of IEES,while green process innovation has a significant inverted U-shaped relationship with it.The interaction between the two items has a negative effect on the synergy performance of IEES,indicating that the mutual restraint between the two is obvious.(ii)Green product innovation has a positive impact on the improvement of environmental performance of IEES.Green process innovation is conducive to the improvement of economic performance of IEES,and green product innovation plays a significant positive adjustment in the process of green process innovation promoting the improvement of IEES.(iii)In addition to the intellectual property system,factors such as government science and technology system,government financial system,environmental governance system and financial system are conducive to the positive effect of green product innovation on the synergy performance of IEES.But it has a negative adjustment effect on the impact of green process innovation on the synergy performance of IEES.On the other hand,based on the difference in innovation process and considering the regional technology heterogeneity,a Two-stage DEA model of metafrontier and sharing input association is constructed to measure and analyze the two-stage green innovation efficiency and the loss source of green innovation efficiency in IEES.Then a dynamic panel GMM model is constructed to test the impact of green innovation efficiency in different stages and its loss sources on the operational performance of IEES.The research results show that:(i)During the survey period,the average value of green technology R&D efficiency,achievement conversion efficiency and overall efficiency of China's IEES under the metafrontier showed a decreasing trend year by year.The TGR values of the two-stage green innovation of IEES in the three major regions of China are significantly different.The efficiency loss in the eastern region is mainly due to ineffective management,while the efficiency loss due to the ineffective technology gap is more prominent in the central and western regions.(ii)Green technology R&D efficiency,achievement conversion efficiency and overall efficiency all have a significant positive effect on the synergy performance and economic performance improvement of IEES,and the latter two also have a significant positive effect on the environmental performance of IEES.The ineffective technology gap and ineffective management of the green technology R&D stage have significant and insignificant negative effects on the synergy performance of the industrial system respectively,while the ineffective technology gap and ineffective management of the achievement transformation stage have a significant blocking effect on the synergy performance of IEES.Finally,the main conclusions of the paper are summarized,and relevant policy recommendations and future research prospects are put forward.Generally speaking,the existing literature only studies the operational performance and green innovation driving mechanism of China's IEES from a single perspective.Based on the scientific measurement of the multi-dimensional operational performance of China's IEES,starting from the overall macro level and the internal enterprise level of the system,the green innovation driving mechanism of China's IEES has been analyzed more comprehensively and systematically in this paper.
