Industrial competitiveness is the key to improving National competitiveness, industrial innovation is the bridge and link of the national innovation and enterprise innovation. in the process of Industrial innovation practice, the relationship between innovation actors, innovation factors and innovation in the environment is extremely close, the industry innovation should start from the interrelated structural, rather than under the structure of certain specific, but the existing literature research shows that when understanding of the basis for industrial innovation, there are fewer literature that regard the industrial innovation is in the evolving environment of continuous development and technological structure boosting. In this paper, we analysis the the dynamic evolution and dissipative structure characteristics of industrial innovation system based on the dissipative structures, then conclude the operational mechanism of the industrial innovation system dissipative structure model are constructed; in the analysis of entropy changing of the Industrial innovation system, we constructed the evaluation concept of entropy changing and objectives of evaluation, based on the ideological of broad maximum entropy to establish a comprehensive evaluation of entropy model for industrial innovation system. on the basis of the first two issues, further expounds the intrinsic link between industrial innovation practice and entropy change, through the entropy calculations of the actual situation of the innovation system and make relevant recommendations to effectively improve the efficiency of the allocation of resource in the industrial innovation system and structure optimization, so upgrading industrial innovation efficiency of China.Based on the definition of the concept of industrial innovation and industrial innovation system, we construction dissipative structures model of the industrial innovation system and operation mechanism, the quantitative studies in the process of operation entropy flow changes, established the entropy evaluation model; and then make the positive test of entropy evaluation model in the high-tech industrial innovation system; At last give the advise about building a dissipative industrial innovation system of china.This paper absorpted the results of natural science research, proposed evolution methods and operation mechanism about the degree of order and the change of the operational efficiency for the industrial innovation system at different stages, to provide guidance for industrial innovation in management decision-making and evaluation, such as the method of dissipative structure and system entropy may well be an effective method in research of the industrial innovation system, the non-linear system analysis, information entropy evaluation for the orderly structure of industrial innovation and operating efficiency is a new attempt, there are still some work needs to be studied in future.
