country's service industry in GDP exceeded 50%in 2015,and our country has entered a stage of development where the service economy is the mainstay.Baumol's "cost disease" theory believes that,affected by the low efficiency and high cost of the service industry,the increase in the share of the service industry in the national economy will result in slow economic growth.Judging from the figures of our country's GDP and the proportion of the service industry in recent years,our country is also facing the problem of "cost disease".However,our country's service economy transformation and the service economy transformation experienced by developed countries are fundamentally different in background and development path.Among them,the rapid development of the Internet and digital technology has played an important role in the budding of the Digital Economy.Information is the most important production factor of the Digital Economy,and digital technology is the core driving force for its development.The deep integration of modern information networks and the real economy has caused great changes in the economic structure.First,as a key production element of the Digital Economy,data permeates every detail in economic activities.Through the combination with digital technology,it digitally transforms payment methods,information exchange methods,and credit systems,and improves payment,information exchange,and the efficiency of economic activities such as asset allocation.Second,the Digital Economy has changed the traditional stock economic model.Through the digital transformation of products and services,the liquidity of economic factors is gradually improved,and the precise matching of supply and demand is achieved.Third,the cross-border integration of the Digital Economy and various industries,industrial integration and collaborative innovation have achieved economies of scale and scope,and the long-tail effect is significant.The service industry inherently has the potential of industrial digitization.Its physical assets are lighter,and there are fewer dumb terminals,which is convenient for digital transformation.Moreover,many companies have developed in the PC Internet and mobile Internet era,and digitization has comparative advantages.Under the influence of the Digital Economy,new production factors,new service formats,and new industrial structures continue to spread to all areas of the service industry and change the internal structure of the service industry.Therefore,we have reason to believe that the integration of the Digital Economy and the service industry will drive the improvement of the tertiary industry structure and avoid the "cost disease" dilemma of economic development.First of all,the era of Digital Economy has completely changed the "synchronization","non-storable" and "non-tradable" service industries in the traditional economic theory system,so that the service industries can be stored in tangible objects and can be traded like other commodities.The modern information network is the infrastructure invented by mankind to process information with the lowest cost.The Digital Economy integrated digital technology based on this as a carrier uses its own advantages to break the barriers of information exchange,greatly reduce transaction costs,and improve the efficiency of resource allocation,and realize economies of scale and scope.On the road of promoting the structural transformation of the service industry,the Digital Economy can quickly realize the docking of supply and sales and consumption,and bring "sharing" to the new extreme,and realize the zero of a series of production,sales,and demand information such as technology,knowledge and information.Time difference acquisition,improve professional level.It is precisely because of the great changes and impacts that the Digital Economy has brought to production and lifestyles that the service industry continues to develop to a higher level.However,this is also a double-edged sword.Different sub-sectors of the service industry have different efficiencies in the absorption and transformation of modern information networks and digital technologies,resulting in the gradual expansion of technological progress and labor productivity differences among various industries within the service industry,and the factors of production have become labor productivity.High industry tilt,the phenomenon of unbalanced resource allocation has intensified,friction between industries has increased,and the structure of the service industry has become unbalanced.Secondly,the Digital Economy uses capital accumulation,consumer demand and technological innovation as the transmission mechanism,which has an impact on the structural changes of the service industry.First,the Digital Economy has promoted the commoditization of data,realized the combination of digital capital and traditional capital through platform economy,improved the efficiency of capital allocation,and promoted the transformation of capital accumulation to investment.Second,the Digital Economy is an innovative platform economy and the sharing economy changes the traditional service model to promote personalized consumption,stimulates consumer demand by expanding the "niche market",and stimulates consumption vitality through digital payment methods.Third,the Digital Economy improves the efficiency of technological flow and eases independent innovation of enterprises.The capital constraints of the company have enabled enterprises to realize independent technological innovation and re-innovation of digestion and absorption.Capital accumulation is a strong support to support industrial optimization.The increase in consumer demand drives the optimization of the demand-side industrial structure.Technological innovation improves technological innovation and labor productivity.Therefore,this article believes that while the Digital Economy improves the efficiency of the service industry,it will also lead to a certain degree of imbalance in the structure of the service industry.At the same time,the combination of capital accumulation,consumer demand and technological innovation can optimize the structure of the service industry.At the end of the twentieth century,the rapid development of the Digital Economy changed the economic development of various countries Combining the current economic development of all countries in the world,vigorously developing the Digital Economy,promoting the digital transformation and upgrading of the service industry,promoting the digitization of the service industry with digital industrialization,and realizing the deep integration of the service industry and the Digital Economy are important forces affecting the optimization and upgrading of the service industry structure.In the context of vigorously developing the Digital Economy,studying the relationship between the Digital Economy and the structure of the service industry is a new topic for comprehensively thinking about how to realize the recombination of production factors through the development of the Digital Economy and optimize the structure of the service industry.Taking the Digital Economy as the starting point.From a theoretical perspective,systematically study the mechanism and transmission path of the Digital Economy on the optimization of the service industry structure.This has important theoretical and practical significance for my country to plan the development of the Digital Economy from an overall perspective,optimize the allocation of resources,accelerate the optimization and upgrading of the service industry structure,achieve its rise to the high-end links of the global value chain,and restore economic development.The main contents of this paper are as follows:(1)Put forward the research theme of this article "the mechanism of the Digital Economy on the structure of the service industry",and explain the significance of the research.Sort out the theory of industrial structure change,transaction cost theory,and the operational logic of the Digital Eonomy,and review the direction and progress of related research.At the same time,on the basis of summarizing the concepts and characteristics of the Digital Economy,looking for relevant theoretical basis,analyze the mechanism and driving path of the development of the Digital Economy influencing the structural changes of the service industry from the theoretical level in detail.(2)Incorporate the capital stock of the Digital Economy into the indicator system,use the global principal component analysis method to measure the development level of the Digital Economy in each province of China,and analyze the characteristic facts;use the logarithm of the reciprocal Theil index as a proxy variable for the rationalization level of the service industry structure,use the weighted value of the product of each industry share and each labor productivity and the ESC index to measure the advanced structure of the service industry.Analyze the characteristic facts of the current situation of service industry structure from two aspects:the rationalization and advancement of the industrial structure.Laying a foundation for the development of subsequent empirical research.(3)Using the dynamic panel model and the intermediary effect model as research methods,Examine the dynamic effects and transmission mechanisms of the development of the Digital Economy that affect the rationalization and advancement of the service industry structure.Based on this,classified provinces by region,test the location heterogeneity of the impact of the Digital Economy on changes in the structure of the service industry;and try to analyze whether the Digital Economy has expanded the labor productivity difference between the producer service industry and the consumer services,which in turn leads to the imbalance of the service industry structure and the level of rationalization decline.(4)Combining the empirical results of this paper,put forward policy recommendations for the Digital Economy to promote the optimization and upgrading of the service industry structure,and look forward to the possible expansion of future research.The research conclusions and policy recommendations of this article are as follows:(1)The measurement of the Digital Economy Development Index shows that our country's Digital Economy continues to improve and expectations are good;however,there are significant regional differences.The eastern coastal areas are higher than the central and western regions,and the "digital divide" is significant.At the same time,the development level of our country's Digital Economy is showing a trend of gradual decline from the southeast coast to the northwest inland,and the development level of some areas is still quite backward,and the "digital divide" has a tendency to deepen.(2)The dynamic panel regression results show that the development of the Digital Economy has a significant inhibitory effect on the rationalization of Chinese service industry structure,and promotes the advancement of the service industry structure and effective structural changes;secondly,the Digital Economy has a positive effect on Chinese central and western regions.The rationalization of the service industry structure has a significant inhibitory effect,and has a significant role in promoting the heightening of the regional structure,but the effect on the eastern region is not significant.The Digital Economy has a significant role in promoting the effective structural changes in the entire region of our country,and it has a greater role in promoting the eastern region than in the central and western regions;Third,the development of the Digital Economy has significantly promoted the labor productivity of the producer services and the consumer services,but at the same time it has widened the gap between the relative labor productivity of them,and has a greater role in promoting the producer services.The service industry with higher productivity will attracting the accumulation of production factors,including labor and capital,has led to an imbalance in the structure of the service industry,resulting in a reduction in the level of structural rationalization.But overall,the development of the Digital Economy has promoted the progress and efficiency of the service industry.In the adjustment of the service industry structure,we should give full play to the advantages of the Digital Economy in gathering and optimizing various element resources,accelerate the conversion of new and old development momentum and production systems,and reduce the integration of the consumer services and the Digital Economy by deepening the integration of the life service industry and the Digital Economy.The gap is an effective means to optimize the structure of the service industry.(3)Through the construction of an intermediary effect model,the transmission path of the development of the Digital Economy affecting the structural changes of the service industry is investigated.The results show that the development of the Digital Economy can effectively promote the optimization and upgrading of the service structure by stimulating consumer demand,expanding capital accumulation,and promoting technological innovation.Specifically,the Digital Economy can increase the advanced level of the service industry structure by stimulating consumer demand and deepening capital accumulation,and promote its effective structural changes;by promoting technological innovation,it can increase the advanced level of the service industry structure,although it will reduce the level of structural rationalization,but in the long run,the promotion of technological innovation will optimize the structure of the service industry.Based on the results of the test,the following policy recommendations are put forward.First,increase the construction of the Digital Economy to fill the "digital divide."Vigorously promote the "speed up and cost reduction" of modern networks,increase investment in infrastructure,and balance digital construction in the central,eastern,and western regions.Second,pay attention to the development of the producer services,improve the industrial value chain,and use the producer services to drive the optimization of the service industry.Promote the localization of industrial software,break through the bottleneck technology,make arrangements in advance,lay a solid foundation for Industry 4.0,and improve the ability of the productive services to absorb labor.Fourth,rely on the Digital Economy to coordinate regional development as a whole.We will formulate policies based on the situation.The eastern region focuses on strengthening the integration of industrialization and industrialization,and the central and western regions focus on infrastructure construction,release their comparative advantages,and focus on remote markets.Third,give full play to the intermediary role and take multiple measures to optimize the structure of the service industry.Strengthen the cultivation of domestic demand and use consumption to promote transformation and expand capital accumulation by means of digital inclusive finance;accelerate the construction of technological innovation platforms to overcome bottleneck technologies as soon as possible. |
