Innovation drive is becoming an important power source for urban industrial transformation and upgrading,cultivating new driving forces,and promoting the economy to achieve a new round of sustainable growth.As the regional economic growth pole with the convergence and radiation of innovative resources,cities have the advantages of abundant resources and factors.How to effectively promote the optimal allocation of urban innovative resources and maximize the efficiency of resources,protecting and stimulating the innovation vitality of the main body has become an important issue for cities to move towards innovative development and construct the dynamic system of sustainable development.As an innovation mode connecting enterprises,universities and scientific research institutes,the Innovation of Industry,university and Research Institute is not only the key subject of urban agglomeration and utilization of innovation resources,but also the key link of promoting urban innovation development.The study on the cooperation innovation of Industry,university and research can deepen the understanding of the interaction between the cooperation innovation of Industry,university and Research and the urban environment.In particular,it is an effective choice to enhance the efficiency of urban innovation to strengthen the research on the motivation and motivation mechanism of the collaborative innovation of Industry,university and Research.Under the macro background that innovation has become an important driving force for the development of various fields and levels of the global economy,the efficiency of urban innovation has played an important role in the evolution and development of cities,in responding quickly and effectively to the changes of the internal and external environment,and in gaining a place in the competition,to the survival of the human race.The improvement of city innovation efficiency depends on the innovation ability of the main body of economic behavior with enterprises as the main body and whether the city innovation resources are used efficiently.Different from the relatively static role of traditional cooperative innovation in the development of the innovation subject itself,the collaborative innovation system of urban industry,university and research is a dynamic process to meet the self-growth needs of the city and its micro-subjects,such as high-efficiency development and the expansion of the boundary of the resource-niche.Therefore,collaborative innovation of urban production,learning and research is an effective mode of organic integration of urban innovation resources.By integrating heterogeneous innovation resources of innovation subjects in cities,to promote enterprises,universities and scientific research institutions of innovation resources for a deeper integration,more effectively enhance the efficiency of innovation,and then enhance the efficiency of innovation in the city.At present,most of the researches focus on the analysis of the coupling relationship and cooperation mode among the subjects,but the research on the urban environment and the interaction and mechanism of the system is not enough.Therefore,the research on the collaborative innovation of industry-university-research can not only deepen and expand the theoretical research perspective of the collaborative innovation,but also clarify the constraints of urban innovative development and explore an effective path for urban sustainable growth.This paper uses the methods of literature analysis,System dynamics,systematic economic analysis and case study,focusing on the existing practical problems,such as the separation of the development of some cities from the innovation of production,learning and research,and the lack of integration among the main bodies of production,learning and research,thus restricting the overall innovation efficiency of cities,starting from the interdependent environment of industry-university-research collaboration innovation——City,this paper studies the collaboration innovation of industry-university-research as an innovation system with endogenous impetus.On the basis of the multi-disciplinary theories such as innovation theory,urban economic growth theory,synergetic theory and system economics theory,this paper constructs the synergetic innovation theory of urban production,learning and research,then,based on the construction of the System dynamics model,this paper makes an empirical analysis on the collaborative innovation of Urban Industry,university and Research,and validates the dynamic mechanism of the collaborative innovation of urban industry,university and research through system simulation,draw the analysis conclusion and put forward the corresponding policy suggestion.Specifically,the main research contents of this paper are as follows:By introducing the core concept of system economics,"resource-niche",the dynamic analysis framework of the system is established.From the point of view of resource-niche,the micro-subject of Urban industry-university-research cooperation is no longer satisfied with the transfer of technological achievements,but pursues the joint participation in technological innovation activities.That is to say,the promotion of the level of resources is an important driving force for urban industry-university-research collaboration innovation.Focusing on the promotion of the level of resources,which is the driving force for the coordinated innovation of Industry,university and Research in cities,this paper explores the establishment of a relatively balanced allocation of innovative resources for the Promotion of Industry,university and Research in cities,it is necessary to improve the matching degree among the innovation subject,the innovation and Industry,the industry-university-research system and the city system,so as to enhance the success rate of the urban industry-university-research collaboration innovation,and establish the mechanism and path to stimulate the endogenous impetus of the urban industry-university-research collaboration innovation.Taking the change of resource-niche as the main line,the paper analyzes the whole dynamic process of urban industry-university-research collaboration innovation.First,innovative resource allocation is realized through policies,services,environmental attractiveness and other forms,with the level of urban resources reflected in resource conditions,industrial level,policy environment,service support and degree of intelligence,conduct in the production,study and research microscopic main body,form initial main body resource level level.Second,enterprises,universities,research institutions,the government and the intermediary will carry out coordinated innovation in various fields,such as goal coordination,capital coordination,talent training coordination,information coordination,etc.Through various modes around knowledge creation and integration,finally,we will get the upgrading of the resource-niche of the innovation subject and the output of collaborative innovation,and feed back the results into the urban system in the form of enterprise growth and urban innovation progress,thus for the further role of the urban system in the industry,university and Research System to lay a new foundation.Third,the city system and industry-university-research system promote the level of city-industry-university-research cooperation innovation in the process of the interaction of the two levels.It is difficult to realize the effective interaction with the urban system if the synergy of the innovative subjects is not favorable and the resource level of the main body can not be effectively promoted,therefore,it restricts the effective operation and the evolution to a higher level of the cooperative innovation system of the whole city.The main conclusions of this paper are as follows:First,the pursuit of the innovation subject to raise the level of resources is one of the important driving factors of collaborative innovation.In the current research on the motivation analysis of collaborative innovation among industry,university and Research Institute,the complementarity of resources advantages or expected returns are usually considered as important factors.Through the analysis of theoretical framework and the construction of SD model,this paper expands the existing research on the effect of expected revenue on the realization of collaborative innovation,and concludes that there are two requirements for the realization of collaborative innovation,on the one hand,in the aspect of willingness,the expected income of the main body is agreed,that is,enterprises,universities and scientific research institutes can agree on their willingness to cooperate;on the other hand,in the condition of realization,the level of resources among the main bodies of innovation also needs to be matched,it is believed that the higher and deeper integration of production,learning and research is the deeper synergy motivation of the innovative subject compared with the expected income and the complementarity of resources advantages.The combination of the innovation subject's pursuit of raising the level of the resource level and the expectedincome provides the cooperative innovation impetus from the two dimensions of the subject's growth and economic benefit.Through the model verification,we can see that there is a positive correlation between the resource level change of innovation subjects such as enterprises,universities and research institutes,and the realization of collaborative innovation and the change of innovation results.Secondly,the low matching degree between the main resources level of industry,university and Research and the demand of urban industry development results in the outflow of urban innovation.At present,there are many practical problems in cities,such as the outflow of scientific research results,the difficulty of connecting local industries with local innovation,and the difficulty of local innovation results in supporting the development needs of urban industries,it has an important relationship with the difficulty of matching the resource level among the innovation subjects of Industry,university and Research Institute.Some regions reflect the local innovation on the local industry to support the adverse situation,is the level of the two resources do not match.At the same time,according to the results of the Social Network analysis of Dalian collaborative innovation,as the resource level of key institutions of higher learning still needs to be improved to match the resource level of enterprises and the demand of industrial development,it will lead to enterprises and industrial development can not bear the scientific research results,resulting in innovation results are difficult to transform in situ,and restrict urban industrial transformation and upgrading.Thirdly,the unreasonable allocation of urban innovation resources leads to the imbalance of the main innovative resources,forming the threshold of collaborative innovation.In terms of the allocation of science and technology resources in a city,it includes the government Macroeconomic regulation and control,the attraction of the city as an open system to the external resources,and the difference of resources acquisition caused by the depth of synergy and fusion among the subjects.According to the analysis of data and city comparison,key universities such as "985" and "211",large enterprises and so on tend to be able to get more government resources support,it is difficult to obtain the support of inclusive policy,which makes it difficult to cross the threshold of higher level collaborative innovation such as alliance.Of course,from the investment point of view,there is a rationality of this phenomenon,to the strength of the main body can be faster to enhance the efficiency of innovation.However,the unbalanced allocation of urban innovation resources makes it difficult for more universities and enterprises to effectively participate in urban collaborative innovation.For example,only a few key universities and enterprises can play a key role in Dalian collaborative innovation network,and most of them are single one-way Association,which is also reflected in the calculation of the resource level,that is,the level of the whole resource level of the university is lower than that of the enterprise,although the synergy of the key universities and colleges is prominent.From the perspective of Long-term Development and improvement of overall innovation competitiveness,unreasonable allocation of urban innovation resources is not conducive to the overall level of enterprises,universities and other entities and the ultimate improvement of innovation efficiency.This paper has the following three aspects of innovation:First,the existing industry-university-research cooperative innovation of the dynamic mechanism of a new interpretation.In this paper,the author puts forward some synergetic factors,such as resource complementation,profit maximization,and coping with the external market pressure,which are further summarized as the intrinsic pursuit of the innovation subject to upgrade the level of its own innovation resources.At the same time,based on the analysis of resource-niche as an important driving force of collaborative innovation,the author thinks that the mechanism of promoting collaborative innovation of Industry,university and research should be explored from the perspective of paying attention to the growth of the main body of industry,university and Research and the promotion of resource-niche,so that urban innovation resources in a grasp,under the circumstances to achieve a reasonable and effective allocation.Secondly,it explains the internal reasons that restrict collaborative innovation from the angle of unbalanced development of resource level.The current research focuses on the knowledge exchange and transfer mechanism among enterprises,universities and research institutes,which is more based on the assumption that the innovation ability and resource conditions are relatively fixed,this paper explains the reasons that restrict collaborative innovation from the perspective of uneven development of resource level.The third is to set up a systematic analysis system of urban industry-university-research cooperation innovation by focusing on the self-growth of innovation subject.This paper puts forward the operational mechanism of the interdependence and interaction between the urban supporting system and the industry-university-research system,and takes the urban industry-university-research collaborative innovation system as the research object,constructs the theoretical framework of system analysis and sets up the System dynamics analysis model,it provides a new way of thinking for the systematic understanding of the synergetic relationship between city and industry-university-research-innovation and the synergetic relationship between the main body of industry-university-research.
