As one of the three major national strategies,the Beijing-Tianjin-Hebei coordinated development strategy has always been in a high development position since it was proposed.At the same time,as social development gradually changes from factor-driven to innovation-driven,inter-regional collaborative innovation has become a decisive factor for cross-regional collaborative development.Collaborative innovation and development is the key path to achieve synergy between Beijing,Tianjin and Hebei.However,there are still problems such as mismatch of innovation capabilities and dislocation of industrial transfer undertakings in the collaborative innovation of the three regions.The collaborative innovation of the three provinces and cities has not yet achieved breakthrough progress.Therefore,based on the differences in the collaborative innovation of the three places,and exploring ways to improve the collaborative innovation capabilities and effectiveness of the three places are of great significance to promoting the development of Beijing-TianjinHebei collaborative innovation.Firstly,based on the relevant policy documents of Beijing-Tianjin-Hebei collaborative innovation,this paper uses the system dynamics method to construct a causal model of the overall cross-regional collaborative innovation system in Beijing-Tianjin-Hebei,and analyzes the internal mechanism of collaborative innovation in the three regions;The innovation system is divided into subsystems composed of provinces and cities.By combining their respective roles and actual situations in the collaborative innovation process,the Beijing collaborative innovation subsystem simulation model,Tianjin collaborative innovation subsystem simulation model,and Hebei collaborative innovation subsystem simulation model are constructed using real historical data from 2014 to 2020.Secondly,this paper uses Vensim software to simulate each subsystem,and analyzes the policies within each subsystem.The simulation results show that: when(1)the Beijing government increases its investment in collaborative innovation and Hebei;(2)the Tianjin government increases its investment in scientific and technological innovation,the government increases its investment in universities and scientific research institutions,the government Increase investment in technology intermediary services,enterprises increase investment in industry-academia-research,and financial institutions increase investment in universities and scientific research institutions;(3)the Hebei government increases investment in scientific and technological innovation,government increases investment in universities and scientific research institutions,and government increases technology intermediary services,enterprises increase their investment in industry-academia-research,and financial institutions increase their investment in universities and scientific research institutions.All will promote the collaborative innovation and development of the three places.Finally,based on the simulation results,this paper puts forward reasonable countermeasures and suggestions to improve the collaborative innovation capabilities and effectiveness of the three provinces and cities,in order to promote the development of Beijing-Tianjin-Hebei collaborative innovation.
