Research On The Construction Of Model And Evaluation Of Performance In High-tech Enterprise Policy Network

Enterprises are the main actor of innovation.It is the common consensus of governments around the world to encourage and support enterprise innovations.China is in the critical period of " innovation driving and transformation developing",and always attaches importance to the cultivation and development of innovation-oriented enterprises.High-tech enterprises are the most innovative ones,the core force of the development of high-tech industry,and the new force of regional innovation.China's high-tech enterprise policy is one of the longest science and technology policies,with extensive policy influence and significant implementation effect.It plays an important role in promoting the development of high-tech industry.In particular,the promulgation and implementation of<Administration Measures for the Determination of High-tech Enterprises> in 2016 has set off a nationwide upsurge of cultivating and supporting the development of high-tech enterprises,and relevant policies have been issued to strengthen the support.When achievements are obtained by a series of innovation policies,problems such as weak policy system,waste of financial resources and uncertain policy performance also become prominent.Therefore,it is of great theoretical value and practical significance to comprehensively analyze the policy system of Chinese high-tech enterprises and explore the feasible path to optimize the policy system.Policy network theory provides a new perspective for the study of China's high-tech enterprise policies.This article will apply policy network theory to the analysis of high-tech enterprise policy system,starting from the building of the policy network model,to analyze the system,action subjects and interactive relations of high-tech enterprise policy,measure the structure of the policy network by using the social network analysis method,and explore the quantitative research on the performance of the policy network by DEA method.This article aims to achieve the following goals:(1)to provide research and development space for policy network theory and expanding the application field;(2)to provide a powerful analytical tool for analyzing the structural characteristics of policy networks;(3)to provide an analytical framework for the management strategy of policy networks;(4)to provide beneficial exploration for the policy network performance measurement.This article is divided into three parts:The first part is the introduction and literature review,including the first and second chapters.The first chapter describes the background,definition of relevant concepts,research ideas and methods.The second chapter summarizes the research status of theory and application in related fields around the world.The high-tech enterprises and policies around the world,international policy network theory and application,network innovation performance and other aspects are reviewed comprehensively through the literature research;the international research status of policy network theories and applications are analyzed quantitatively by the method of literature metrology;at the same time,this article discusses the applicability of policy network theory in the research of Chinese high-tech enterprise policy.The second part is model building,including the third and fourth chapters.The third chapter makes a comprehensive and systematic analysis of the system of China's high-tech enterprise policies.Through literature collection,text analysis and case study,it summarizes and extracts the status and main characteristics of China's high-tech enterprise policies.On this basis,the fourth chapter makes an in-depth analysis of the action subjects of policy network and the interaction between the subjects,draws lessons from the classical policy network analysis model to construct the high-tech enterprise policy network analysis model and proposes the application dimensions of the model.The third part is the main part of this article,including the fifth,sixth and seventh chapters.By using of social network analysis,system analysis and DEA methods,from the aspects of policy making,policy implementation and policy result,this article makes an in-depth analysis of the structure characteristics,management strategies and performance of Chinese high-tech enterprise policy network,and makes a comprehensive analysis of the current situation,characteristics and existing problems of the policy network.Finally,it puts forward some inspirations for optimizing and improving the system of China's high-tech enterprise policy from the perspective of policy network,and points out some problems that need to be further studied in the future.The research findings are as follows:(1)based on the policy network theory,this article analyzes the policies of Chinese high-tech enterprises,breaks through the original analysis framework from the research dimension and analysis mode,and provides a new dimension for the research of the policies of Chinese high-tech enterprises;(2)the policy network of Chinese high-tech enterprises is a typical policy community with the intergovernmental network as the core,showing the characteristics of close connection and limited openness;(3)China's high-tech enterprise policy network is a relatively successful innovative governance model,which has achieved good results.However,there are still some problems,such as unbalanced regional development,uncoordinated development among industries,insufficient coordination among participants,and network performance to be improved.Finally,this article puts forward relevant suggestions on policy optimization of high-tech enterprises from the aspects of policy formulation,policy implementation and performance improvement,which are as follows:(1)it is proposed that the multi-agent coordination mechanism of intergovernmental network should be further improved at the policy formulation level,and platforms of exchange and cooperation should be built to promote the interconnected development of high-tech enterprises in different provinces(cities);(2)at the policy implementation level,guidance should be strengthened to ensure that the high-tech enterprise policies are consistent with the goal of developing high-tech industry,and enhance the diversified application of policy tools;(3)at the level of network performance,differentiated measures should be taken according to local conditions to effectively promote the development of high-tech enterprises,and attention should be paid to the application time of direct government investment.
