Sustainable development is a model of social and economic development pursued by mankind.Improving the quality of people's lives,guaranteeing intergenerational and intergenerational equity,and promoting global sustainable development are among the important purposes of the current development and implementation of major UN development policies.How to scientifically evaluate the level of regional and urban sustainable development,and then explore the path of sustainable development is a key concern of the international community.The sustainable development system involves many problems such as resource demand,social and economic coordination,environmental carrying capacity support,and ecological civilization to meet the needs of human society development.It also involves the flow of resources and factors at multiple levels of space,such as global,national,provincial,and municipal levels.With the integration process,it has important theoretical and practical value for the deep understanding of the sustainable development system and system research.Sustainable development is the main guiding goal of China's current social and economic development.It is closely related to a series of development policies and concepts such as ecological civilization,beautiful China,urban and rural development,and rural revitalization.The municipal level is an important level of “top-down”management and social economic development policy formulation and implementation in China's government departments,so it is indispensable for the assessment and systematic analysis of the sustainable development level at the municipal level.Suzhou City has a leading role in the economic and social development level of the Yangtze River Delta Economic Zone and the Yangtze River Economic Belt.It has made economic growth mode,urban construction land expansion,infrastructure support,regional development imbalance and unreasonable industrial space layout.Suzhou's sustainable development faces multiple pressures from economic structural upgrading,urban-rural differences,resource endowments,environmental loads,and ecological civilization.Although domestic and foreign scholars have carried out many researches on the evaluation of sustainable development in the evaluation index system and evaluation methods,the comprehensive measurement of the level of sustainable development of the city and the sustainable development system are carried out in the areas of economic transformation and development represented by Suzhou.There is a lack of systematic research on the internal interaction process;in terms of spatial scale,focusing on a single spatial scale,the research on multi-level spatial scale needs to be improved.In view of the above understanding,based on the relevant research progress at home and abroad and the collection of relevant data,the city has established a Suzhou prefecture-level city and district with the rapid development of economy and Suzhou City,which plays an important role in the Yangtze River Delta and the Yangtze River Economic Belt.(city),town(street)three spatial scales and 2000,2005,2010,2016 four time points,based on fuzzy comprehensive evaluation method,coupled coordination model,data envelopment analysis(DEA),efficiency evaluation model(CCR),etc.The method combines the characteristics of the research area,constructs the evaluation index system of urban sustainable development,conducts comprehensive measurement of multi-scale sustainable development level,systematically analyzes the coupling coordination process and sustainable development efficiency within the sustainable development system of different spatial scales;Policy and regional goals,propose strategies for achieving sustainable urban development.The main research contents and conclusions of this paper:(1)Combine the UN Sustainable Development Goal Framework with China's sustainable development country programs and regional characteristics,and comprehensively consider the contents of “beautiful China” and ecological civilization construction,from resource conservation,ecological protection,economic growth,people's livelihood improvement,and scientific and technological progress.And the rural development and other aspects to build a city sustainable development evaluation index system,and then analyze the multi-space scale sustainable development process.The results show that the sustainable development level of Suzhou's three-level scale has continued to increase in 2000-2016.The economic growth index is the basic driving force,but it is relatively insufficient in terms of people's livelihood improvement and rural development,while the scientific and technological progress index is relatively high.Low,not in line with Suzhou's strong economic development.From the perspective of the development of Suzhou as a whole,it is necessary to strengthen the contribution of scientific and technological progress in economic and social development.Suzhou Huqiu District(High-tech Zone)has attached great importance to science and technology and ecology in recent years,and introduced the China Geography and Cultural Industry Park.Recently,Nanjing University will build the Suzhou Campus(Huqiu District),which will further enhance Suzhou's scientific and technological progress in Suzhou.The overall contribution to sustainable development.On the other hand,due to differences in local policies,resources and environment,and socio-economic conditions,there are significant differences in the development processes of sustainable development internal systems at different scales and in different regions.Overall,indicators exist along the Yangtze River(Zhangjiagang City,Changshu City),Taicang City)and the surrounding areas(Gusu District and Wuzhong District,Xiangcheng District,Huqiu District,Wujiang District)regional differences,this will be in the future of Suzhou and the district(city)sustainable development process and the corresponding coordinated development It is worth paying attention to.(2)Using the coupling degree model and the coordination degree model to interact with the three levels of the sustainable development system of the prefecturelevel city,district(city)and town(street)from the system as a whole and between subsystems.The relationship was analyzed.The results show that the overall experience of the sustainable development system in Suzhou has gradually evolved from the extreme imbalance in 2000 to the process of high-quality coordination,but the overall coupling degree of the system is basically in a high-level coupling state,indicating that the sustainable development level of Suzhou is continuous between regions.Enhanced,the Suzhou policy reflects the fact that local governments are paying more and more attention to the overall coordinated development concept,which is also consistent with the development of Suzhou in recent years;the regional(city)sustainable development system coupling is relatively large,both exceeding 0.85,which is a high level of coupling.It shows that the interaction between the systems in the district(city)is more significant,the coupling degree of the sustainable development system of each district(city)is increased,and the coordination degree of the subsystem is increasing;the town(street)of Kunshan is sustainable.The coordination degree of the development system has increased significantly.The towns have mainly experienced three stages in the“reluctant coordination – primary coordination – intermediate coordination – good coordination”,but have not yet reached the quality coordination stage.The results of the coordination degree model are basically similar to the above results.The overall situation shows an increase in coordination degree and a gradual reduction of regional differences,indicating that the level of sustainable development at different levels in Suzhou is increasing.(3)Select input and output variables,and use data envelopment analysis(DEA)method to evaluate multi-space scale ecological protection efficiency,economic growth efficiency,scientific and technological progress efficiency and rural development efficiency,and analyze the spatial and temporal evolution of sustainable development efficiency.process.The results show that the economic growth,ecological protection,scientific and technological progress and rural development at the city-level scale in Suzhou show problems or trends of insufficient development efficiency.On the one hand,the basic values of the relevant indicators in Suzhou are relatively high,on the other hand.It shows that the efficiency in the development process still needs to be further improved;the economic growth efficiency of each district(city)is mostly in a fully efficient state,and the difference in economic growth efficiency of each district(city)is significantly lower than that of other indicators,obviously compared with the economic growth base.At the end of the evaluation period,the ecological protection efficiency of various towns(streets)in Kunshan is better than other development efficiencies,and the difference in efficiency evaluation values is significant.From the perspective of development efficiency,at the prefecture-level city scale,the government should pay more attention to ecological environmental protection,scientific and technological progress,and rural development while economic development.It is necessary to propose improvement measures at the policy formulation level.The construction of the Nanjing University campus in Nanjing may be possible in the near future.Significantly change the value of this indicator;at the district(city)scale,we should pay attention to the issue of spatial coordination and rational distribution.At the town(street)scale,we should pay more attention to the problem of uneven development.(4)Combine the analysis results of the sustainable development system as a whole and its internal role process,and comprehensively diagnose the situation of resource use,environmental protection,education and scientific research,people's livelihood issues,economic level and rural development in various regions during the historical period,and evaluate regional advantages.Analyze existing problems and identify the overall sustainable development of Suzhou,but there are also problems of insufficient development imbalance,resource constraints,environmental pollution,and people's livelihood,rural development,and scientific and technological progress.According to sustainable development evaluation,comprehensive measurement,coupling degree and coordination degree and efficiency analysis,it proposes from the aspects of transformation and development,rural revitalization,cultivated land protection,control increment,revitalization of stock,optimization of land use concept,improvement of ecological environment and improvement of people's livelihood and welfare.To realize the regulation and control strategy of sustainable development in Suzhou,and provide scientific reference for the future improvement of Suzhou's sustainable development direction and the formulation of local policies.In summary,this paper quantitatively evaluates the spatial and temporal pattern of sustainable development in Suzhou,the interaction between the sustainable development system and the internal system,and the sustainable development efficiency by constructing the city's sustainable development evaluation index system from different spatial scales.The corresponding regulation strategies are proposed to help enrich the relevant theories of urban sustainable development evaluation and provide useful reference for resource management and sustainable development goals.
