“Prospering the Nation” and “Sustainable Development” are two national strategies.Science & technology innovation is the fundamental guarantee to achieve sustainable development,sustainable development is the inevitable choice to practice the scientific development view.There is a coupling relationship between them.National Sustainable Development Pilot Zones(NSDPZs)is a demonstration base for practicing China's sustainable development strategy relying on science & technology innovation.The promulgation of “The Development Plan of China's Innovation Demonstration Zone for the Implementation of the 2030 Agenda for Sustainable Development(IDZSD)” has given NSDPZs a new mission.Based on the plan requirements,this study takes the theory of science & technology innovation and sustainable development as the core,uses the viewpoint of coordination theory,upholds the economic,social and environmental coordination development principle,constructs science & technology innovation and sustainable development coupling theoretical analysis frame.The evolvement character in time and spatial of coupling and coordination between science & technology innovation and sustainable development are analyzed of 13 NSDPZs in Shandong province.And the main factors affecting the coupling coordination in NSDPZs are analyzed and put forward the coping strategy.The conclusion can be used as a reference for realizing the coordinated development of economy,society and environment in NSDPZs of Shandong province and for the construction of similar NSDPZs in other provinces.Main conclusions of the study are as follows:(1)Coupling mechanism of science & technology innovation and sustainable development.There is a coupling relationship between science & technology innovation and sustainable development.Science & technology innovation indirectly affects the complex system of sustainable development by acting on economic,social and environmental subsystems,making the system presents the trend of sustainable development.Science & technology innovation is restrained by the concept of sustainable development.Only science & technology innovation is lining with the direction of sustainable development,can truly promote the coordinated development of system for a long time,sustained and effectively.(2)Evolvement character in time and spatial of coupling relationship.From the perspective of time process,the coupling degree and coupling coordination degree of science & technology innovation and sustainable development are not high 13 NSDPZs,and there was no significant change over time.The development trend was relatively stable.And regional difference of development of urban NSDPZs is obvious;From the perspective of spatial pattern,the regional difference of coupling degree and coupling coordination degree is significant and the level is low.The coupling degree development between eastern and north-western is slightly better than central and southern in Shandong.And the coupling coordination degree development between eastern and central is obviously better than north-western and southern in Shandong.(3)Coupling coordination degree factors.The coupling and coordination degree of science & technology innovation and sustainable development is affected by a variety of factors.The economic subsystem and science & technology system have the most significant influence,followed by social subsystem and environmental subsystem.Science & technology innovation is still slightly inadequate in reducing environmental pressure and improve environmental conditions.(4)Suggestions on coupling coordinated development of NSDPZs.Based on the analysis results of time process features,spatial pattern features and influencing factors of development of 13 NSDPZs,this paper proposes countermeasures for the coupling coordinated development of NSDPZs according to different types of NSDPZs and regional development differences.
