Research On Capacity Cooperation Between Northeast China And Northeast Asian Countries

International production capacity cooperation is to carry out international economic cooperation by means of international trade and foreign direct investment,promote transnational or cross regional cooperation between countries or regions,and then realize the optimal allocation of resources in the global scope.As one belt,one road initiative is being promoted,international capacity cooperation become an important way of realize one belt,one road initiative.However,in recent years,influenced by trade protectionism and unilateralism,some developed countries advocate that the return of high-end manufacturing in value chain will lead to the global reconstruction of industrial chain,supply chain and value chain.Espeacally,COVID-19 and Sino-US trade disputes outbreak has occurred,which aggravates the uncertainty of international industrial transfer and directly or indirectly affects the content,mode,efficiency and global value chain status of international production capacity cooperation in participating countries or regions.Northeast Asia is one of the most active regions in global economic and trade cooperation,while Northeast China is located in the Northeast Asian hinterland,whose productive capacity cooperation with Northeast Asian countries has strong complementary advantages.Based on the above understanding and background of the times,from the perspective of global value chain,this paper takes the international capacity cooperation between Northeast China and Northeast Asian countries as the research object,and deeply discusses the current situation,characteristics,problems,efficiency and influencing factors of capacity cooperation between Northeast China and Northeast Asian countries,to expect to enhance the global value chain status of Northeast China's participation in international production capacity cooperation by carrying out more efficient sub regional international production capacity cooperation,and provide new ideas and measures for Northeast China to effectively promote the comprehensive revitalization of Northeast old industrial base through expanding opening up.This paper takes the production capacity cooperation between Northeast China and Northeast Asian countries as the research topic,and gradually develops from the perspective of enhancing the status of global value chain in Northeast China,adhering to the problem oriented,goal oriented and result oriented.Specifically,first of all,through the analysis of the current situation of capacity cooperation between Northeast China and Northeast Asian countries,this paper puts forward the main obstacles and existing problems of capacity cooperation between Northeast China and Northeast Asian countries;then,based on the theory of international capacity cooperation,this paper studies the mechanism of international capacity cooperation from the perspective of global value chain,including the influence mechanism of international capacity cooperation on the promotion of GVC status,the influence mechanism of international capacity cooperation efficiency on GVC status promotion,the influence mechanism of international capacity cooperation efficiency related factors on international capacity cooperation.This paper discusses the relationship between international production capacity cooperation and global value chain promotion between Northeast China and Northeast Asian countries from both qualitative and quantitative aspects.Taking the production capacity cooperation between Northeast China and Northeast Asian countries as the background,this paper measures the status of global value chain in Northeast China,the real efficiency of international production capacity cooperation,and the influencing factors of efficiency,so as to provide theoretical support,Quantitative empirical demonstration and successful case demonstration for the promotion of international production capacity cooperation in Northeast China.Finally,in order to improve the efficiency of capacity cooperation between Northeast China and Northeast Asian countries and enhance the status of GVC as the goal,this paper puts forward countermeasures and specific measures to promote the capacity cooperation between Northeast China and Northeast Asian countries.This paper uses the methods of literature analysis,normative analysis,case analysis,static panel analysis and data envelopment analysis.The main conclusions are as follows:first,the northeast region and Northeast Asian countries have obvious advantages in capacity cooperation,and it is strategically feasible to build the northeast region into the forefront of the country's opening to the north.Northeast China and Northeast Asian countries are complementary in technology,capital,energy,labor and other aspects.The manufacturing industry in Northeast China has achieved rapid development,and its division of labor in the global value chain has gradually improved.The strong complementarity of production capacity cooperation brings greater space for mutual benefit to the production capacity cooperation between Northeast China and Northeast Asian countries.However,the international production capacity cooperation between Northeast China and Northeast Asia is faced with such major obstacles as the uncertainty of political environment,the rise of trade protectionism,and the imperfection of its own production capacity cooperation system and mechanism.Secondly,international capacity cooperation promotes the status of GVC in a country or region through the mechanism of industrial transfer effect,technology spillover effect,economies of scale effect and optimal allocation effect of production factors.Quantitative analysis verifies the hypothesis that international capacity cooperation can promote the status of GVC between Northeast China and Northeast Asian countries.The conclusion of productivity cooperation efficiency and influencing factors between Northeast China and Northeast Asian countries shows that: First,the overall efficiency of capacity cooperation between Northeast China and Northeast Asian countries is high,and the country differences of international capacity cooperation efficiency are gradually narrowing,while the scale of capacity cooperation between Northeast China and Northeast Asian countries has not reached the best state in most years.Secondly,the static evaluation of the efficiency of international capacity cooperation shows that the efficiency of international capacity cooperation between Northeast China and Japan is the highest,followed by South Korea,Russia and Mongolia is the lowest;the dynamic evaluation of the efficiency of international capacity cooperation shows that technological progress plays an important role in promoting the efficiency of capacity cooperation.Thirdly,economic openness,resource endowment and communication infrastructure have a significant impact on the efficiency of international production capacity cooperation,which further affects the status of the northeast region in the global value chain.Therefore,the northeast region should pay attention to it in the process of international production capacity cooperation.The main innovations of this paper are as follows: Firstly,this paper studies the international capacity cooperation from the perspective of enhancing the status of all participants in the global value chain,and takes improving the efficiency of capacity cooperation as the goal of capacity cooperation for in-depth analysis,so as to provide decision-making basis for better carrying out capacity cooperation between Northeast China and Northeast Asian countries.Secondly,data envelopment analysis(DEA)is used to evaluate the efficiency of capacity cooperation between Northeast China and Northeast Asian countries.The advantage of this nonparametric estimation method is that it can quantify the efficiency of international capacity cooperation and more clearly explain the quantitative relationship between international capacity cooperation and GVC status promotion.Thirdly,From the perspective of global value chain,the theoretical framework of capacity cooperation between Northeast China and Northeast Asian countries is initially set up.Through the combination of theoretical analysis,mathematical model construction and case analysis,the mechanism of capacity cooperation between Northeast China and Northeast Asian countries on the promotion of global value chain is better elaborated,A theoretical research framework to promote the construction of regional economic community is built,basing on deeply integrate into the one belt,one road construction.
