Apart from the European continent, the nineteen seventies can be considered to be an important period in Northeast Asian region. While in Europe Germany continued to threaten Europe's pre-settled system, many Western countries spurred to invade Northeast Asian region so that they could hold a higher position in Europe. In the middle of this circumstance,Japan made a crucial decision, which was to get ready to enforce their new foreign policy.Their new foreign policy can be summarized into one short phrase,"from Asia to Europe".However,at that point,Japan wasn't capable of directly re-position their status in Northeast Asian region. Therefore,it chose an indirect way starting from concluding a treaty with Qing dynasty government. In the year of 1871,passing through long negotiation,Japan and Qing dynasty both finally agreed upon the official treaty called "Qing Dynasty-Japan's friendship and commerce treaty".Though on surface this treaty does not seem to be some special treaty different from other treaties,in some special circumstance history-wise it contains many important meanings. It was the first and formal treaty between Qing dynasty and Japan. Thus, this treaty established official diplomatic relations for these two countries, which means that it was the beginning of China-Japan's relations in modern history. In fact, the conclusion of this treaty did not only break down Northeast Asian region's international relations order, but also influenced the old tribute system:other Northeast Asian countries rendering tribute to China.Furthermore,it has extensively affected the contemporary history of many closely related Northeast Asian countries of that time.It is well-known by some scholars of today that a sound treaty should be concluded under the condition of both parties voluntary will and equal status. In addition, the treaty can not contain unfair contents,so from this we can reach a conclusion that this treaty was an equal treaty. The analysis shows us that both China and Japan had distinct country characteristics, foreign policy and faced different economical situation. Therefore, the treaty between China and Japan was far from an equal treaty,it was eventually one-sided treaty. This treaty basically provided the perfer setting for Japanese invasion. Therefore,Japan as a militaristic country, hard to hide its intrinsic propensity to invade, utilized this treaty as their means of invasion."Qing Dynasty-Japan's friendship and commerce treaty" externally was no more than an ordinary treaty that lead both countries enter into diplomatic relations. However, this treaty definitely is worth to be concerned about for it caused a series of term Japan was well aware that, within the limits of reasonable extent, this ordinate-subordinate system suited to their way.Hence, this China-Japan treaty also turned out to degrade China's dominant position in the Northeast Asian region. On the other side, the United States was willing to support Japan by making Japan participate in "Pacific plan",so that it was smoothly procedeed. However,as for marine power, the United States decided to attack Asia by using Asian way.Japan and the United States, under the same interest, same needs, and same strategic purpose, began to reciprocality conspire. It means the coalition between an Asian country and non-Asian country forming a newly-risen power in order to attack Asia. Both countries' international scramble for their own best interest lead to ceaseless paradox. This ceaseless paradox was the sign that the occurance of a big-sized imperialistic war was a matter of time.Consequently, the meaning and influence that "Qing Dynasty-Japan's friendship and commerce treaty" has in the Northeast Asian international relations cannot be underestimated.
