An Empirical Study On The Economic Effect Of Counterpart Cooperation Between Northeast China And East China

The revitalization of northeast China is an important part of China's economic development strategy.Since 2003,great achievements have been made but it is still unsatisfactory compared with the developed eastern regions.On October 18,2016,the State Council held a conference to promote the revitalization of northeast China and other old industrial bases,and clearly proposed to organize a cooperation mechanism between northeast China and relevant provinces and cities in the eastern region.Counterpart cooperation policy implementation has been nearly three years.What is the implementation of the cooperation policies? What specific implementation rules have been formulated? What progress has been made in various fields? What economic effects have been brought for the northeast region and the eastern region and what factors restrict the development of cooperation,how to further implement the counterpart cooperation policy,to better promote the coordinated development of both economy especially in northeast China,is a major practical problem worthy of further study.This study is of great theoretical and practical significance for promoting the comprehensive evaluation of cooperation policies between the two places.The policy of cooperation has been implemented for a short time and involves a wide range of regions,levels and fields.At present,the research on the cooperation between northeast China and eastern China has not formed a complete theoretical system,and many scholars have only made qualitative analysis on the cooperation.It different from other research,this article is based on a large number of field survey and consult both development and reform commission and other relevant government departments,depth interview,data access,on the basis of the combination of normative analysis and empirical analysis,field investigation combined with data collection and research methods,and formed with cooperation status quo overview,the cooperation effect mainly analysis the research results of the empirical and restricting factors.Main research contents:Systematically summarizes the development status of the main fields of economic development in northeast China since the implementation of the counterpart cooperation policy,expounds the main policy changes and main cooperation contents implemented in the east and northeast China,and analyzes the main problems faced by the revitalization of Northeast China in various fields.It makes an empirical analysis of the economic effect of bilateral cooperation on the revitalization of the old industrial base in northeast China and the economic effect on the eastern region in different fields,and takes the automobile manufacturing industry and the information industry as representative industries to analyze the economic effect of bilateral cooperation.From the perspective of counterpart cooperation,analyzes the restrictive factors of northeast rejuvenation.This paper puts forward corresponding countermeasures and suggestions on how to further implement the policy and further carry out the cooperation in a comprehensive and in-depth way so as to promote the northeast rejuvenation strategy.The main conclusions of this study are as follows:1.In accordance with the requirements of the implementation plan for central counterpart cooperation,the northeast and eastern regions have basically completed the targets set by 2020.In other words,a normalized cooperation mechanism has been formed,a multi-industry cooperation platform has been built,cooperation policies have been established and improved,and an effective guarantee mechanism has been formed.2.Counterpart cooperation has a significant pulling effect on economic growth in northeast China.The economic aggregate growth trend of northeast China is obvious after counterpart cooperation.The cooperation has obviously promoted the mechanism and system reform in northeast China,especially the reform of state-owned enterprises.The effect of bilateral counterpart cooperation on promoting the rationalization of industrial structure in northeast China is not obvious,but it has a great promotion effect on the upgrading of industrial structure and significantly improved the business environment in northeast China.The cooperation has a significant promoting effect on the input of science and technology and the transformation of scientific and technological achievements in northeast China,but has no significant promoting effect on the output of science and technology.The cooperation has a significant promoting effect on the platform construction and industrial park construction in northeast China.3.The economic pull of the cooperation is not obvious in the eastern region.The mechanism and system reform in the eastern region has not made obvious progress due to the cooperation,among which the effect of state-owned enterprise reform is not significant to the mechanism and system reform.The cooperation has obvious effect on the rationalization of industrial structure in the eastern region,but not on the upgrading of industrial structure.Counterpart cooperation plays a significant role in promoting the scientific and technological output and the transformation of scientific and technological achievements in the eastern region,but does not play a significant role in promoting the scientific and technological input.The cooperation has an obvious promoting effect on the platform construction and industrial park construction in the eastern region.4.Demonstrate the role of counterpart cooperation in the revitalization of Northeast China through empirical analysis in three key areas of cooperation.The cooperation plays an obvious role in promoting the agricultural and sideline product processing industry,automobile manufacturing industry and information technology service industry in northeast China,which indicates that pairwise cooperation is a policy conducive to promoting the revitalization of Northeast China.5.The main factors restricting the cooperation are as follows: The eastern China is not willing to cooperate because of the difference in economic basis between the two regions.In terms of mechanism and system,the implementation of bilateral counterpart cooperation is hindered by the grassroots government in the northeast.The business environment in northeast China still needs to be improved.In some industries,there are still "hidden restrictions" based on profit transmission,and conditions such as internal bidding,enterprise monopoly and hidden threshold still exist.The operation and management ability of state-owned enterprises in northeast China is weak.In terms of enterprise transformation and upgrading,there are contradictions in the internal structure of manufacturing industry in northeast China.The development of the new type of agricultural business entities in agricultural cooperation is facing problems.The overall weak performance of the local financial sector in the northeast has undermined the effectiveness of the partnership.In terms of scientific and technological innovation,there is a lack of strong financial support for innovation research in northeast China.Talent has structural problems;The concept of talent employment needs to be changed;The capability of local transformation of scientific and technological achievements in Northeast China is weak.In terms of platform construction and other aspects,the construction of characteristic towns in northeast China encounters a bottleneck.Poor information and data exchange between the two countries;There is competition and conflict in the functions of industrial parks.The "siphon effect" of the eastern region on the talent in northeast China is obvious.6.Suggestions to promote the economic effect of bilateral counterpart cooperation.Promoting the innovation of system and mechanism to promote the cooperation include:strengthen the exchange of cadres between the two places,changing ideology,formulating the PPT project standard of the cooperation,improving the quality of the mixed reform of state-owned enterprises in northeast China,and vigorously promoting the development of private economy in Northeast China.Accelerating the industrial upgrading and transformation of the two places' counterpart cooperation include encouraging enterprises of the two places to "go out" and "invite in",supporting the financing of the non-public economy of the two places,revitalizing the new agricultural operation and development in the countryside,strengthen the cultural tourism cooperation between the two places,and combining the manufacturing industry of the two places with "Internet +".Promoting scientific and technological innovation and talent development in the two places: improve the mechanism of talent cultivation and flow,mobilize the enthusiasm of cooperation between schools and enterprises in the two places,improve the conversion rate of scientific and technological achievements,strengthen the ability of digestion and absorption of imported technologies.To strengthen the construction of cooperation platforms,we should build platform carriers,promote further cooperation and exchanges between the two places,and complement the weak spots in the construction of cooperation platforms for rural and agricultural counterparts in the two places.The main innovation points of this paper are as follows:1.The achievements and problems in the key areas of economic and social development in northeast China in recent years are systematically reviewed.There are numerous literatures on the revitalization of the East.However,there are few researches on the comprehensive and systematic exposition of the economic development status of the northeast.This study fills this gap and provides a more comprehensive reference material for other researchers.2.The beneficial supplement to the regional economy theory.The inter-regional counterpart cooperation in China has mostly appeared in the form of a region in the east with the main purpose of supporting a region in the west.Even so,few scholars have conducted systematic studies on this kind of regional counterpart cooperation.Although since the reform and opening up,the economic development of northeast China lags behind that of the planned economy period,it is still not a backward region.This paper conducts in-depth and systematic research on the economic effects of the counterpart cooperation between northeast China and eastern China in the new era,which opens up a new field of regional economic cooperation development research and enriches regional economic theory.3.Establish an analytical framework for regional counterpart cooperation.Based on counterpart cooperation platform construction,system and mechanism innovation,transformation and upgrading of industry,science and technology innovation and talent flow for both counterpart cooperation four aspects,such as analytical framework,research in northeast China and eastern counterpart cooperation situation,economic effect,restricting factors and countermeasures,seized the northeast area economy development is relatively lagging behind,the key to the revitalization of northeast.4.The establishment of effect analysis measurement model.In this paper,by constructing effect analysis of measurement model,will both counterpart cooperation before and after the contrast and the northeast region in three key areas of development has carried on the empirical research,quantitative analysis combined with qualitative analysis,respectively for the revitalization of northeast area,the eastern region economic development,in system and mechanism innovation,transformation and upgrading of industry,science and technology innovation and talent flow,platform construction and agriculture,automobile manufacturing and information industry,etc,on the economic effects of the empirical analysis,obtained for both further counterpart cooperation has practical application value.
