China is experiencing the largest and fastest urbanization process in human history since the Industrial Revolution.As population,capital and industries continue to gather in cities,the number and scale of cities continue to increase,and the urban spatial pattern keeps changing,the urban economy has been growing rapidly.However,the rigid constraint of land resources limits the guarantee of incremental supply of urban land,and restricts the continuous expansion of urban land space.For a long time,the disorderly expansion and extensive use of urban land have been aggravating the contradiction between urban development and land use,hindering the sustainable development of urban society and economy.In order to alleviate this problem,we must use the perspective of sustainable development,based on the harmonious development of population,economy,resources and environment,through intensive land use,reasonable land use planning,scientific urban spatial layout to promote the overall efficiency of urban economic development of sustainability.As China enters a new stage of economic growth slowing down,while the economic growth mode shifts from "quantitative" expansion to "qualitative" improvement,the urban spatial development mode should also shift from "extensive" to "intensive" and from "extensive expansion" to "conjunctive improvement".As a result,the traditional pattern of urban land use in urgent need of adjustment,by "incremental expansion" into "inventory optimization",the space of urban land use planning should also be by "incremental planning" into "stock plan",to rein incremental scale and optimize the structure of stock to use for the characteristics of urban land use pattern of development is increasingly attention and use.It is very necessary to carry out the new development concept,study the rational development and utilization of urban land in the new development stage of our country,and realize the optimal allocation of urban land resources.In the development of city economy transformation,the article must strictly abide by the three "red lines",in the protection of cultivated land,the intensive use of land,strictly abide by the principle of ecological line,control incremental land expansion of the scale,mining stock land reuse value,improve the efficiency of the comprehensive utilization of urban land,promoting the optimization of the function of the city proper,Promote the coordinated development of urban economy and resource and environmental carrying capacity.As an important hub of economic development in the western part of China,an important fulcrum of the "One Belt And One Road" initiative and the first ecological civilization pilot demonstration area in China,Fujian Province is deeply implementing the new development concepts of "people-oriented" and "green development",and practicing the construction of ecological province and the pilot construction of new urbanization.As the capital city of Fujian Province,Fuzhou is not only a key trading city along the southeast coast of China,but also an important gateway of China's Maritime Silk Road.It occupies an important position of administrative,economic and cultural center in the economic zone on the west coast of the Straits.In recent years,the economic,cultural and other causes of Fuzhou development speed faster,but faced with economic and social development and the contradiction of insufficient construction land,construction land in the city to expand under the control of difficulty,Fuzhou must change the unreasonable structure of urban land as soon as possible,control the disorder of urban land expansion,actively promote the optimal allocation of urban stock land,realize the smooth transformation of spatial development of land use in Fuzhou.Under the background that China's construction land is moving towards the era of stock development and urban spatial development is transforming from "incremental expansion" to "stock optimization",this paper attempts to build a relatively complete set of evaluation,prediction and regulation method system of urban construction land.According to the results of the model analysis,the corresponding basic conception of urban construction land regulation is put forward(taking Fuzhou City as a specific case),aiming to provide valuable suggestions for the optimal use of urban construction land in China.The main contents are as follows:First of all,based on the perspective of sustainable development and the background of urban land spatial development transformation,this paper analyzed the current situation of urban construction land use in Fuzhou,and explored the characteristics and rules of temporal and spatial change of urban construction land in Fuzhou.The influencing factors of urban construction land stock renewal and incremental expansion were quantitatively judged by the method of AHP and fuzzy evaluation.Secondly,on the basis of clarifying the types,characteristics and redevelopment conditions of the existing construction land,the relevant evaluation index system was constructed to evaluate the comprehensive utilization efficiency and redevelopment potential of the existing construction land in Fuzhou.Finally,the Fuzhou scenario analysis to the scale of construction land control,in the prediction of the urban construction land control,on the basis of total scale,using cellular automata model,the Logistic regression model with the minimum cumulative resistance model for integrated simulation model to construct the external incremental land(2035)for the future stock of Fuzhou city to simulate the land use scale control,Predict the spatial distribution of external incremental land under different planning scenarios,the landscape pattern index evaluation and comparing the effects of different planning scenarios,in order to Fuzhou and optimization of the same kind of urban construction land use in China as well as the science of land spatial layout feasibility countermeasure and the suggestion,for the general planning of urban construction land in the future to provide the reference.
