The Strategy Analysis Of Profit Conflict And Planning Regulation In The Progress Of Redevelopment Of Urban Land

Under the background of increasingly speedy development of China’s urbanization, asthe spatial basis of urban development, land resources have performed a tight trend. Theredevelopment of stocking urban land has gradually become the local government’simportant way to solve the shortage of land resources, but the profit conflict of land spacehave become the prominent problem. As the important public policy of regulating urbanspatial resources, urban planning should be more effective in balancing the interests of allthe parties. Therefore, this paper has disclosed the weakening planning regulation problemof the redevelopment of urban land and put forward responding regulating the strategicalframe so as to provide theoretical guidance for the social development goal of the city.That is just the key point and influence of this paper.Firstly, this paper has summarized and analyzed the status and cause of the profitconflict of the redevelopment of our country’s urban land. From the perspective of benefitgambling, this paper has re-examined the canonical form of benefit subject and conflictfocus of the redevelopment of urban land so as to provide the base point and reference forplanning regulation direction; secondly, on the basis of interaction process of conflictsubject’s benefit gambling of all the parties, with the help of analysis framework of publicselecting theory, this paper has summarized and concluded the status of planningregulation of urban land and made analysis of the failure cause of regulating effect ofplanning benefit, then put forward the basic path of planning regulation:①the economiclevel--the pursuit of optimal comprehensive benefits;②the right structure level--thestructural balance of three parties’ rights③the system level--induced institutional change.Finally, with the influence of balanced spatial benefits, this paper has constructed planningframework from three aspects including the al-locative level of planning technology, theremodeling level of planning right structure and guiding level of planning institutions. Andthis paper has made feedback and optimization of corresponding planning regulation keysby the analysis of cases.This paper has made conclusions as follows:firstly, urban planning is an effective wayto ease the spatial benefit conflict in the progress of redevelopment of urban land. It shouldtarget at the benefit gambling subject, operating mechanism of redevelopment and keypoints of planning regulation so as to strengthen public policy functions of city planning;secondly, in the current environmental system, urban planning should perfect elastic technology measure and focus on the process of horizonal negotiation. It should makesome clear and open rules for the benefit subjects’ involvement in urban redevelopment soas to promote the balanced allocation of spatial interests and compensate for the lack ofsocial equity produced by efficiency priority in the redevelopment of urban land.
