With China's urbanization,the acceleration of the industrialization process,more and more prominent contradictions between man and land.At present,rural construction land planning is unreasonable,there are low utilization rate,idle or even abandoned the phenomenon.The state of the scale of construction land control more stringent,construction land use indicators are also arranged to the economically underdeveloped areas,resulting in a new construction land market indicators.Research on the market allocation of indicators can not only optimize the allocation of resources,promote system innovation,but also realize the process of urban nurturing rural areas and speeding up the construction of new countryside.On the basis of summarizing the allocation of land resources at home and abroad,this paper studies the current situation of market allocation of domestic indicators,analyzes the process of market allocation of indicators,and studies the demand of new construction land indicators,the index price model and the value composition.Based on the study of urban benchmark land price evaluation method and the characteristics of index,the revised cost approximation method is used to build the benchmark price model,and the benchmark price is calculated.According to the current transaction data of Hubei Province,the status quo of index transaction in Hubei Province is analyzed,and the factors influencing the transaction price of the index are quantitatively analyzed by using the characteristic price method,and the price adjustment proposal is given according to the analysis result.The AHP-GEM model is used to study the demand of the index,and the cities of Hubei Province are divided into four levels according to the demand situation.This paper analyzes the necessity of market allocation of new construction land index by comparing the actual demand area with the actual distribution area and the difference between the actual demand area and the actual distribution area.It is concluded that the actual distribution area of Wuhan and Ezhou in Hubei Province can not meet the demand.The remaining areas of other regions meet the requirements of their own construction,and provide the conditions for the construction of new land use indicators in Hubei Province.At present,there are three price types in the process of marketization:benchmark price,starting price and transaction price.Through the study of the value composition of the index,the paper analyzes the shortcomings of the existing urban land price evaluation method,corrects the cost approximation method and constructs the benchmark price calculation model.According to the benchmark price model,the price of new construction land in Hubei Province is 86,700/mu,slightly higher than the starting price of the index,indicating that the current starting price still can not fully reflect the true value of the new construction land index,The main reason is the neglect of the value of the development rights of indicators.Through the analysis of the price of the index transaction,the price of the index price is analyzed according to the SPSS platform,and the characteristic price linear model is finally obtained,and the influence degree of the influence factor on the index price is analyzed quantitatively.The index transaction price increased by 95.756 percentage points;road access did not increase by 1%,the target transaction price increase(RMB),the price of the index was increased by 1%,the index transaction price increased by 95.756 percentage points;36.559 percentage points.Finally,it puts forward the index price of the government from the aspects of clarifying the function of the government in the regulation of the price of the index,the function of regulating the price of the economic means,improving the new price index of the construction land and constructing the secondary construction market Regulation recommendations.
