Party’s 19 report to our country’s economy has been developed from high quality development stage of high-speed growth stage of major judgment,put forward to improve the total factor productivity urgent requirements,at the same time,the concept of green development has become the important development of our country,therefore,to promote the development of economic and high quality is the key to improve the green level of total factor productivity.Green technological progress and factor allocation efficiency are important breakthroughs for improving green total factor productivity.Green technological progress is mainly manifested in technological progress in energy conservation and emission reduction.Energy factor allocation efficiency is determined by energy consumption structure and energy mismatch degree,and the focus of these problems is energy price.Distorted energy prices are not conducive to energy conservation and emission reduction,nor to reducing energy misallocation,nor to promoting green technology progress.In 2021,the National Development and Reform Commission will issue the Action Plan for Deepening Price Mechanism Reform during the 14th Five-Year Plan period,which will further promote energy price reform.Therefore,this thesis focuses on the typical fact of energy price distortion and green total factor productivity,starting from the impact of energy price distortion on green total factor productivity,Closely around the "green sources of total factor productivity growth,energy price distortions and green,what is the relationship between total factor productivity,how to better play to the energy saving type to technological progress to promote green total factor productivity improvements in energy price reform of" three problems,discusses the energy price distortion on the green,the mechanism of total factor productivity The mechanism of energy price reform driving green total factor productivity growth is designed to provide reference for government departments to formulate energy price reform policies,and provide policy suggestions for promoting technological progress of energy conservation and emission reduction and promoting high-quality economic development.This thesis takes energy price distortion and green total factor productivity as the research object.First,labor,capital and energy are incorporated into the standard CES production function framework,and the monopolistic competition model of heterogeneous firms is expanded to explore the relationship between energy price distortion and green total factor productivity.And the effect mechanism of energy-saving biased technological progress on energy price distortion and green total factor productivity;Second,around the green,the measure and the decomposition of total factor productivity,on the basis of static green solow model,put forward two directional distance function,to build two options,Russell model for heavy,optimized the green total factor productivity of input and output index weight,and use the lewen’s productivity index decomposition of green total factor productivity,Expand the research of green total factor productivity;Then,we calculate the energy price distortion level of 30 provinces in China from 2008 to 2019,construct static and dynamic panel models and spatial econometric models,and use the statistical data of 30 provinces from 2008 to 2019 to study the impact of energy price distortion on green total factor productivity.Finally,based on the fact that technological progress is the core driving force of green total factor productivity growth,the elasticity of factor substitution of 30 provinces is estimated by using standardized supply side system method,and the energy-conserving biased technological progress is estimated.On this basis,the intermediate effect and threshold effect models are constructed.This thesis studies the effect of energy-conserving biased technological progress on promoting green total factor productivity through energy price reform.The specific research contents and conclusions are as follows:(1)Theoretical basisAdopt the method of theoretical logic and mathematical logic deduction,reasoning,and build the mathematical model,reveals the energy price distortion influence green directly influence mechanism of total factor productivity,proves that the energy saving technology progress in energy price distortions affect green,the intermediary effect mechanism in the total factor productivity,put forward in this thesis,the research hypothesis.(2)Measurement and decomposition of green total factor productivityFrom 2008 to 2019,China’s green total factor productivity(GTFP)increased with obvious stage characteristics.The eastern and central regions were higher than the average LEVEL of GTFP,while the northeastern and western regions were lower than the average level of GTFP.From the perspective of traditional decomposition,the progress of green technology improves the level of green total factor productivity,and the lack of efficiency is the main reason for the slow growth of China’s green total factor productivity.The performance of energy conservation and emission reduction is the core driving force for the growth of China’s green total factor productivity from 2008 to 2019,and the performance of environmental pollution is greater than that of energy conservation,while the performance of energy conservation is greater than that of carbon emission reduction.(3)The direct effect of energy price distortion on green total factor productivityOn the whole,there is a negative distortion in China’s energy price market.With the continuous improvement of the energy market system in recent years,the distortion of energy price shows a decreasing trend,and presents an obvious spatial agglomeration characteristic,which is typical distribution of western>central>eastern.Energy price distortion hinders the improvement of green total factor productivity in China,and this conclusion is also valid in different regions.The influence mechanism shows that energy price distortion hinders the improvement of green total factor productivity by increasing energy input,emitting excessive carbon dioxide and environmental pollutants.Energy price distortions not only hinder the improvement of local green total factor productivity,but also have a certain negative impact on neighboring areas.(4)Indirect effects of energy price distortion on green total factor productivityFrom 2008 to 2019,the energy-saving biased technological progress increased continuously in 30 provinces.The energy-saving biased technological progress effectively improved the level of green total factor productivity,while the distortion of energy price hindered the improvement of the energy-saving biased technological progress.The effect of energy price distortion on green total factor productivity is weakened by energy-saving biased technological progress.Through the research,the main contributions of this thesis are as follows:(1)Energy price distortion is introduced into the monopolistic competition model of heterogeneous firms,and the direct and indirect mechanism of energy price distortion on green total factor productivity is discussed,which theoretically supplements the influence mechanism of energy price distortion on green total factor productivity.(2)Based on the Russell model with two-weight weight correction,taking labor,capital and energy as inputs,GDP,carbon dioxide emissions,and comprehensive pollutant emissions as expected and undesired outputs,respectively,using the Green Luhnberger productivity index to assess China’s Green total factor productivity has carried out traditional decomposition and factor decomposition,and expanded the measurement research of green total factor productivity.(3)Based on the statistical data of 30 Provinces in China from 2008 to 2019,the direct effect of energy price distortion on green total factor productivity was verified by panel metering and dynamic panel model,and the spatial effect of energy price distortion on green total factor productivity was verified by spatial metering model.The empirical results enrich the impact of energy price distortion on green total factor productivity.(4)to construct the standardization of labor,capital and energy CES production function,using the method of standardization supply system to estimate the elasticity of substitution,the elements of 30 provinces in energy saving type to technical progress,reveals that the energy saving type to technological progress in energy price distortion indirectly affecting green total factor productivity,The indirect effect of energy price distortion on green total factor productivity is improved empirically.
