The eastern Huanghuai region is one of the earliest and largest coal resource producing areas in my country.By sorting out the topography,climatic and hydrogeological conditions and socio-economic characteristics of coal resource-based cities in the eastern Huanghuai region,it is concluded that the fundamental problem faced by coal resource-based cities in the eastern Huanghuai region is the effect of coal mining and urbanization on land-use.Disturbance exacerbates the imbalance of local urban spatial structure and ecological functions,which in turn leads to the degradation of ecosystem health.The study of UDB plays a key role in strengthening national land space planning and use control,optimizing urban spatial structure and ecological functions,and maintaining and promoting ecosystem health.However,at present,the research on UDB of coal resource-based cities is still in the initial stage or the imitation stage.Before delimiting the boundary,by evaluating ecosystem health of coal resource-based cities,sorting out the fundamental problems in urban development and providing a basis for the research on UDB is an urgent practical need.In essence,UDB have become an important part of China’s practice of promoting new urbanization,reforming spatial planning,improving spatial governance capabilities,and "integrating multiple plans into one".It should be regarded as an important strategic node of my country’s territorial space planning,and useful explorations and attempts are put forward for the new urban spatial governance model.At the same time,the national “14th Five-Year Plan Outline” clarifies the goal of optimizing the development and protection of territorial space and promoting urban ecological restoration through a new urban spatial governance model,as well as strengthening territorial space planning and use control,implementing ecological protection,urban development and other spaces means of controlling borders.Focusing on the fundamental problems faced by coal resource-based cities in the eastern Huanghuai region and the requirements of national strategic needs for the study of UDB,the objectives of this study are put forward: 1.Establish ecosystem health evaluation system for coal resource-based cities in the eastern Huanghuai region,analyze the evolution characteristics of ecosystem health,the spatial management and control requirements for maintaining and promoting ecosystem health are obtained,and then provide a basis for UDB delimitation methods and management and control strategies.2.Establish a method for the delimitation of UDB of coal resource-based cities in the eastern Huanghuai region,and provide a basis for the delimitation of UDB and urban development strategies of coal resource-based cities in the eastern Huanghuai region.3.Establish UDB control system of coal resource-based cities in the eastern Huanghuai region,and explore a new spatial governance model for coal resource-based cities in the eastern Huanghuai region.According to the research objectives,put forward the research ideas of the thesis:First,according to the fundamental problem faced by coal resource-based cities in the eastern Huanghuai region is the interference of coal mining activities and urbanization on land-use,which aggravates the imbalance of local urban spatial structure and ecological functions,which in turn leads to the degradation of ecosystem health.Taking JMA(mature type)as an example,the ecosystem health evaluation revealed the evolution characteristics of ecosystem health in JMA over the past 30 years.Analyse the spatial management needs to maintain and promote ecosystem health.It provides a basis for the study of UDB delimitation methods and management and control strategies.Second,according to the fundamental problems faced in the development of coal resource-based cities in the eastern Huanghuai region and their related analysis,and the relevant results of ecosystem health evaluation,through sorting out the relationship between ecosystem health,UDB and fundamental problems in urban development,The study concludes that ecosystem health has a guiding role in the delimitation of UDB in four aspects,and then establishes an ecosystem health-oriented UDB delimitation method.Taking JMA(mature type)as an example,UDB(urban development boundary,rigid and elastic range)is delineated from the perspective of land use structure optimization based on the PLUS model.Based on ecological sensitivity evaluation,UDB(rigid and elastic range levels)are delineated from the perspective of ecological function optimization.And then build UDB system.Third,taking JMAa(mature type)as an example,based on UDB system,aiming at the needs of space management and control,around the whole process of UDB management and control,the objectives,tools,principles and strategies of UDB management and control are proposed.According to the empirical research results of JMA(mature type),combined with the characteristics of the four types of coal resource-based cities in the eastern Huanghuai region,UDB management and control system for coal resource-based cities in the eastern Huanghuai region is constructed.The study draws the following main conclusions:(1)Ecosystem health evaluation system for coal resource-based cities in the eastern Huanghuai region was constructed from the aspects of ecosystem physical health(EPH)and ecosystem services(ES).(2)UDB system of coal resource-based cities in the eastern Huanghuai region is defined.(3)The study concluded that ecosystem health has a guiding role in the UDB delimitation in four aspects.(4)Based on the goal orientation of EH,delimiting UDB method of coal resource-based cities in the eastern Huanghuai region was constructed from the two aspects of land-use structure and ecological function optimization.(5)Based on the goal orientation of ecosystem health,according to UDB system,and around the whole process of UDB management and control,the goal,tools,principles and strategies of UDB management and control are proposed,and then UDB management and control system of coal resource-based city in the eastern Huanghuai region is constructed.The paper has 51 figures,64 tables,43 formulas,and 323 references.
